Build Inclusive, Safe and Sustainable Cities and Human Settlements
Joint Major Groups Statement for June 18th 9am hearing

We strongly support the continued separate inclusion of a Sustainable Development Goal on Sustainable Cities and Human Settlements. At a time of rapid urbanization, the pattern of growth of human settlements will have a profound and lasting impact on the sustainability of development for generations to come. A separate SDG on human settlements is vital to guide and coordinate spatial planning, investment, infrastructure and service provision, and related policies and management systems for transportation, housing, economic development, resilience, wastewater and solid waste, and environmental resources of human communities.
We offer detailed edits to the nine targets proposed in the Zero Draft as well as a possible additional target but recognize the interest of the Co-Chairs to consolidate targets. In this context, the targets for slum improvement (Target 11.1), sustainable low carbon transport (Target 11.2), improved planning (Target 11.3), adaptation/resilience initiatives (Target 11.6), and access for those with disabilities (Target 11.8) should be given the highest priority. In such consolidation, it will be vital to retain attention to ensuring that all cities, as well as towns and rural communities, expand opportunities for participatory planning and decision-making and ensure improvement in environmental and cultural resource protection for human settlements, especially improving air and water quality. Particular attention needs to be given to the need for safe and secure access for women and children, the poor, and the most marginalized to mobility services and public spaces.
Slum improvement should ensure universal access to equitable, sustainable and affordable housing and basic services. It should also secure land tenure for all and focus on improving conditions for slum dwellers without displacement that is implied by elimination of slums, emphasizing a participatory approach
Human settlement planning needs to enhance capacities of governments at all levels for participatory integrated and sustainable territorial planning and management for all, with the objective of managing and reducing traffic, improving opportunities to walk and bicycle safely, protecting urban biodiversity, reducing air and water pollution by x%, increasing waste water and solid waste recycling by x%, protecting and restoring the natural environment, and promoting balanced and compact territorial development across both rural and urban areas without sprawl.
Timely action -- by 2020 -- is needed to increase by x% the number of human settlements adopting and implementing participatory policies and plans that promote resource-efficiency, resilience, and adaptation to climate change and natural and human-induced disasters. This should have an objective of reducing the loss of lives, assets, housing and infrastructure and ensuring continuity of services in urban and rural areas.

11.1* by 2030, ensure universal access to adequate equitable, sustainable and affordable housing and basic services and secure land tenure for all, and eliminate improve slum-like conditions everywhere through a participatory approach.
11.2* by 2030, provide access to safe, affordable, accessible and sustainable low carbon transport for all, expand public transport, and improve mobility and road safety with particular attention to women and children, the poor, and the most marginalized

11.4 strengthen positive economic and social links, including transport services, between cities and peri-urban and rural areas
11.5 by 2030 reduce the ecological footprint and environmental impacts and improve the quality of the environment in all human settlements.
11.6* by 2020 increase by x% the number of human settlements adopting and implementing participatory policies and plans that promote resource-efficiency, resilience, and adaptation to climate change and natural and human-induced disasters.
11.7 enhance social cohesion and personal security, and ensure universal access to inclusive, green and safe public spaces with particular attention given to women and children, the poor, and the most marginalized.
11.8* by 2030 ensure that all cities are accessible and offer opportunities to persons with disabilities.
11.9 protect and safeguard the world’s cultural and natural heritage.
11.X by 2020, implement social and environmental safeguards, especially related to urban infrastructure development and industrialization, with a sound regulatory and accountability framework for public-private partnerships encouraging performance-based contracting meeting broad sustainable development objectives.
