Thematic Discussion - Integrated Approach to Addressing Air Pollution.

Thank you for the opportunity to share with you our extensive experience in this area through
our worldwide operations. We have learned that in order to focus the deployment of limited
resource it is necessary that the management of Air Quality resources should be based on a
technically sound, integrated framework. Such a framework should include three main features:
(1) recognize the contribution of all sources, especially with the increased prominence of small
and medium industries and other dispersed area sources; (2) take account of the effectiveness and
costs of alternative measures to ensure proper allocation of resources; and (3) monitor progress
to track air quality and make course corrections, as needed. We have found that successful
control programs rely both on technical know-how as well as full societal cooperation. Barriers
noted are lack of information, transparency and community engagement. Other constraints
include the fact that Energy, Transportation and Environment are handled in many areas in
"silos" that prevent full integration of approaches and strategies.
