STATEMENT OF THE STATE OF KUWAIT
BEFORE
THE HIGH-LEVEL MEETING OF THE FOURTEENTH SESSION OF THE
COMMISSION ON SUSTAINABLE DEVELOPMENT

· As a developing country, Kuwait endorses what is mentioned in South
Africa?s statement delivered on behalf of the 77 and China. Since
Kuwait is a developing country which has needs compatible with its
specific economic situation relying primarily on the oil production and
its export, which ensures to the Kuwaiti people and other peoples of
the world the opportunity to progress in various sectors, it also
endorses what is stated in the Secretary-General?s report about the
importance of common action with a view to find appropriate and
urgent solutions for providing energy services and environmentally
sound technology to developing countries.
· According to the latest projections, the fossil fuel energy will remain
the main source for satisfying the world energy consumption until
2030. Therefore, Kuwait considers that it is important for energy
producing as well as consuming countries to find cleaner and more
efficient production technologies. In this regard, Kuwait would like to
emphasize the following:
o To seek for a comprehensive and non-selective increase in
investments.
o The need for capacity-building as well as knowledge and
technology transfer with a view to utilize them for development
purposes.
o Cooperation and participation in the establishment of policies as
well as of oriented research and development programs.
· From this perspective, Kuwait has allocated over $100 million to
scientific research and studies in the field of renewable types of
energy. Kuwait being attached to the principle of partnership, the
Kuwaiti private sector has embraced the CO2 sequestration
technology.
· Kuwait attaches great importance to the issues related to environment
protection. It believes that those issues should be considered within
an international framework. In this context, Kuwait has ratified the
Kyoto Protocol which should be implemented in all its articles, as well
as the indiscriminate application of all provisions pertaining to the
Framework Convention on Climate Change, especially those related to
countries with economies relying on fossil fuel, as being the sole or
major resource for the development of their vital sectors. Kuwait
reiterates the necessity for all countries to assume common
responsibility, but a variable degree, for contributing to the
environment deterioration.
· The State of Kuwait utilizes the proceeds from the sale of fossil fuel
energy in order to build up the various development sectors in the
Kuwaiti society, as well as the utilization of those resources for
supporting the development sectors in developing countries within the
concept of South-South cooperation and the principle of partnership in
development.
· Over a period of four decades, the Kuwait Fund for Arab Economic
Development has financed a number of development projects with a
value close to US$12.5 billion. More than 100 developing countries
have benefited from those projects which covered various sectors,
including the energy sector with a share of 23%. At the same time,
the State of Kuwait contributes to the financing of a number of
regional and international development institutions which support the
efforts of developing countries in achieving sustainable development.
The State of Kuwait seeks through its close cooperation with its
development partners, whether they are beneficiary countries or
development institutions, to have the best practices applied in the
implementation of development projects; and thus in order to enable
developing countries to achieve the comprehensive and integrated
development objectives toward a sustainable development with its
three major pillars; namely economic, social and environmental with a
view to achieve the Millennium Development Goals (MDG).
