Thank cofacilitators, your teams and the secretariat for the hard work. I also would like to thank all of the member states and observers, and various stakeholders.
It was a long way from rio plus 20. Now we have the universal, transformative and people centered agenda.
We should proceed to the post MDGS era, to achieve SD and to eradicate poverty.
As other delegations said, the implementation of the new agenda is crucial and more difficult. This will be another long way towards 2030.
Japan will make every effort to implement the goals and the targets, in cooperation with other member states and stakeholders, and Japan will work hard for the realization of SD and poverty eradication to leave no one behind.
Japan is ready to join the consensus to adopt the current draft.
Thank you for your revised draft. We believe that we are very close to the agreement, but we need some more work.
We have several comments on the draft.
On the preamble, we still believe that we need a preamble as a communication tool. From this viewpoint, the preamble should be very concise, and should not be the summary of the declaration. We support the short version of the co-facilitators’ proposal.
Introduction
Para 4: we suggested that the words for all social and economic groups be inserted as they are the established words, but the current wording “for all sections of society” seem to have broad meaning, and we we could go along with this wording.

The new agenda
Para 31: we support 31 alt, but we do not see the necessity to have the reference to CBDR/RC. However, we could go along with the words in the brackets if the other partners want the reference to CBDR RC .
Para 34 support ROK on good governance.
Par 36: we call for the reinstatement of the words “shared responsibility” in the first sentence.
Means of implementation
Para 40: We believe that the core of the Agenda is the whole SDG and not only the goal17. Therefore we would amend the first sentence to say “The means of implementation targets under each SDG and goal 17 are key to our Agenda and of equal importance with the other Goals and targets.”
The language comes from para 56.
In the third sentence, getting a hint from para 41 on the use of the term “integral,” we would amend it to say “We welcome the endorsement by the GA of the AAAA, which is integral to the new Agenda, and we recognize that its full implementation is critical for the realization of the SDG and targets.”
Also we can go along with the suggestion by EU.
Para 41: We do not see the logical linkage between the first sentence, which lists the strategies and programmes of action, and the second sentence. The second sentence which talks about ODA will be seen in the Chapter 3, so we call for the deletion of the second sentence.
Chapter 2, Goals and Targets
Target 11.5: we are grateful to all partners for their flexibility. However, we would like to have two small amendments here. First, the word direct should be inserted before economic losses, and second, the word global should be inserted before gross domestic product, in line with the earlier proposal by the co facilitators. For Japan, these are very important suggestions to have consistency with the agreed outcome at Sendai conference and to ensure its full implementation. We would like to ask for compromise from the member states.
Chapter 3, Means of Implementation and Global Partnership
We would like to extend our sincere gratitude for the great work to drastically change this chapter. However, unfortunately, the paragraphs from 58 to 67 are none other than a pick and choose exercise from Addis Ababa Action Agenda.
Just to take an example, in the first sentence of para 63, a phrase “including official development assistance” is inserted, but this may lead to the renegotiation of the Addis outcome.
The first sentence of para 50 of AAAA does not have such a phrase, and we strongly call for the deletion of the phrase.
In addition, in AAAA, there are two paragraphs related to South South cooperation, paras 56 and 57. The third sentence of para 63 is only related to para 56 of AAAA. It destroys the balance achieved in Addis by these two paragraphs. If we are to have such a paragraph here, the second sentence of para 57 of AAAA should also be included at the end of para 63 which reads:
“We encourage developing countries to voluntarily step up their efforts to strengthen South-South cooperation, and to further improve its development effectiveness. “
Therefore, we should streamline this chapter and strike paras 58 through to 67. This way we can avoid renewed negotiation of Addis that was just adopted on Monday and keep the document less confusing.
On the issue of TFM, as I said the day before yesterday, we believe that we should honor the agreement during the negotiation for AAAA.
Finally, we are confident that we will be able to finish our negotiation within tomorrow, and my delegation is fully committed to working with you.
