Japan’s proposal on focus area 3 at the 11th session of SDGs-OWG
Focus area 3. Health and population dynamics
We propose the health goal titled “Healthy life at all ages for all through achieving universal health coverage”.
The priority issues in the health sector beyond 2015 are that 1) everyone including the vulnerables has access to health care and 2) basic health care service is provided not only for maternal health and communicable diseases but also for NCDs, responding to diversifying health needs. Therefore the goals should include UHC that addresses these issues and brings transformative shift for sustainable development.
In this regard, d) should be at the top of subareas because of its overarching nature. As UHC means not only the financial protection but also provision of basic health service in a comprehensive manner, the subarea d) should be revised as follows: “achieve universal health coverage (UHC), which means essential health service coverage and financial risk protection, with particular attention to the most marginalized.
The suggested targets under this goal are as follows:
1) achieve universal health coverage (UHC), which means essential health service coverage and financial risk protection, with particular attention to the most marginalized (subarea d)
2) by 2030 reduce the maternal mortality ratio to less than 40 per 100,000 live births, end preventable new-born and child deaths and reduce by x% child and maternal morbidity (subarea a)
3) by 2030 end the epidemics of HIV/AIDS, tuberculosis, malaria and neglected tropical diseases (subarea b)
4) reduce by x% the risk of premature mortality from non-communicable diseases (NCDs), injuries and promote mental health with strong focus on prevention (subarea c)
