1. Strengthen global partnership for sustainable development
Our team is in favour of establishing a Global partnership between all Member States to foster sustainable development, since we believe that MoI should be the cornerstone of the new agenda.
Let me however stress again that progress in this focus area must take full account of and not overlap with other processes, and in particular the work of the Intergovernmental Committee of Experts on Financing for Sustainable Development.
Overall we agree with the proposal made by the co chairs: particularly with those targets related to LDCs in the field of technology transfer. Targets d) to h) are for us essential.
In item g however, R&D investments are referred as an indicator in the end notes. We propose to use R&D expenditures and number of researchers per capita.
On financing, we propose to add a reference on the need to “fight against tax heavens and non-cooperative jurisdiction” in target o).
On debt sustainability there are lessons to be drawn – from conversion programs that have worked very well in some developing countries, but also from recent challenges experienced by developed countries, including our own. Public resources are limited for all MS; which is why mobilizing innovative mechanisms of finance, additional to ODA, should be included as a target.
We put special emphasis on capacity building, but it is obvious that capacity building needs of each country with respect to each and every SDGs may differ. Therefore, a target can be added as follows: " by 2018, all countries will asses their own capacity needs for realizing SDGs."
We also support a domestic and international enabling environment for a more effective engagement of the private sector and in this context we think that a specific mention to Corporate Social Responsibility should be added.
2. Peaceful and inclusive societies, rule of law and capable institutions
We need to recalibrate the equation between peace and development. UN institutions and Member States need to work together in full compliance of their respective mandates and responsibilities, to ensure effective actions and efficiency. We should be able to integrate peace and security in the Post 2015 Development Agenda while avoiding duplications and misunderstandings about the role of all parties concerned.
Several MS have advocated for two separate goals for peaceful societies and the rule of law. Clearly there is a lot of merit to that proposal. Both legs of this focus area are essential for sustainable development. At the same time, our team is in favor of streamlining the current focus areas, working towards a shorter list of goals and targets.. For our team targets can be even more important than goals.
We therefore support the co chairs proposal. Target a) (by 2030 reduce by x% crime, violence and exploitation especially of children and women including by reducing organized crime and human trafficking) could be essential in many regions, particularly in countries directly affected by international drug trafficking. In this context we stress the importance of protecting migrants and propose to add, under this target, the word “migrants” after the word “women.”
In item c), we propose the following wording: " by 2030 establish inclusive, participatory and representative decison- making at local, national and international levels ...."
Furthermore, within rule of law, in the target to develop effective, accountable and transparent institutions a specific mention of local institutions could be added, since most people have a much closer contact with local governments in their daily lives. Target b) should also refer to decent employment and progressive taxation
