"Our HLPF in the next 15 years"
I make these remarks on behalf of Egypt, Liechtenstein, Norway, Pakistan, the Republic of
Korea, Switzerland and my own country, Peru.
We welcome the role of the High-level political forum on follow-up and review progress in the
implementation of the post-2015 development agenda as defined in GA resolution 67/290.
As our group has stated on previous occasions, in our view, the HLPF should be the global
focal point for follow-up and review of the post-2015 development agenda including its
means of implementation.
Therefore, the UN General Assembly, ECOSOC, relevant sector- and theme-specific
platforms and the HLPF should be coordinated in time, with meetings scheduled in a logical
cycle and coordinated in substance. UN entities, in line with their different functions, will need
to contribute to the review of implementation of the SDGs. In addition, for a successful
implementation of the post-2015 development agenda at all levels, the political level of the
UN needs to be linked to the UN development system and take account of the latter’s
contribution.
Given the important role of the HLPF in the follow-up and review of the implementation of the
post-2015 development agenda, we expect a more predictable, inclusive and transparent
preparatory process for the Forum moving forward. Furthermore, the successful
implementation of the follow-up and review mechanism will require a thorough definition of
the HLPF’s working methods and functions.
In this context, we also need more transparency regarding the selection of the yearly theme
of the HLPF and the elaboration of its program.
The first 4-year cycle of the HLPF will be crucial to shape the work of the HLPF and to put
the follow-up and review framework in place.
In our view, it is crucial to come up as soon as possible with a roadmap indicating the key
milestones for a successful HLPF, including follow-up and review of the implementation of
the post-2015 development agenda up to 2030, taking into consideration the provision in GA
resolution 67/290 of revising the format and organizational aspects of the forum in the
seventy third session of the General Assembly. Of particular importance are the milestones
until 2019, for the HLPF under the auspices of the General Assembly at heads of states and
heads of government level in 2019.
The HLPF under the auspices of ECOSOC in 2016 is one of these important milestones.
It should be mandated to further elaborate on the follow-up and review mechanism, inter alia
based on promoting the sharing of best practices and experiences relating to the elaboration
of national strategies or plans and to regional frameworks, and promote system-wide
coherence and coordination of sustainable development policies, for implementing the post-
2015 development agenda.
In addition, the UN Secretary General should present for the consideration of member states
possible guidelines for national voluntary reports to be discussed at the HLPF meeting under
the auspices of ECOSOC in 2016.
Finally, we expect the main ideas and directions given on the way forward for the Forum to
be captured in this year’s Chair's Summary, including the working methods of the Forum.
