ON GENERAL AND DECLARATION

Mr. Co-facilitator,
Finland aligns its statement with the statement made by the European Union and we make these comments in our national capacity.
We welcome the final zero draft of the 2030 Agenda for Global Action. It is a step to the right direction to deliver an inspiring and action-oriented document which, when delivered, has the potential to transform the world. We support your efforts and leadership in this process.
Mr. Co-facilitator,
We would like to see 'sustainable development' included already in the title of our Agenda. AOSIS and Benin made interesting proposals in this respect.
As already in our statement in June, we support the preamble and see it as an integral part of the whole Agenda. You have included the contents from your nine messages in the previous draft into the 5 Ps. As we stated earlier, we support the 5 Ps. What we miss under the Ps and between the Ps is the integrated nature and interlinkages between the SDGs, including gender equality, and their implementation. The 5 Ps should better reflect the breadth, depth and integrated nature of our Agenda and avoid silo approach. It should be clearly stated already in one of the early paragraphs of the preamble that the interlinkages and integration of the SDGs and their implementation in this manner will bring about the transformation in the new Agenda that will be needed. Universality is also an aspect that should be emphasized in the first part of the Agenda.
When we elaborate on the 5 Ps, we should also think about the communication of the Agenda. The preamble will be the part of the Agenda with which we will be able to cover the vital points of the Agenda in a manner that can be communicated to the public at large inside and outside these chambers.
The rest of the declaration in its different parts has to be coherent with the preamble. We still need to work on this, although this text is an improvement. Coherence, balance and consistency are important elements throughout the Agenda, in particular in The New Agenda. Most important is the balance between poverty eradication and sustainable development and its three dimensions, but also between different SDGs.
On implementation, now that we have the Addis Abeba Action Agenda adopted, and we congratulate for that, we should very clearly state that the Addis outcome is an integral part of our Agenda and it should be annexed to it, as you propose. The Addis outcome should not be opened nor renegotiated here.
We also need a robust, effective, inclusive and transparent follow-up and review framework, which is common with the Financing for Development. Integrating the FFD follow-up in this Agenda will give us a full picture of the whole framework. It is an important and integral part of this agenda, and accountability is an essential element of it. We also need to clearly state its purpose and importance.
We will come back to these issues in more detail when we discuss the relevant parts of the document.
