EU text suggestions for Preamble/Declaration
Better balance between poverty eradication and SD
• In the title add "poverty eradication and" before sustainable development.
• In the preamble, the second sentence should read "eradication of poverty in all its forms and dimensions, including extreme poverty, and ending hunger as well as achieving sustainable development remain the greatest challenge…"
• In the preamble under Prosperity add "within planetary boundaries". Alternative formulation: "carrying capacity of the planet".
• Para 3 add at the outset "We emphasize that poverty eradication and sustainable development are mutually reinforcing and intrinsically linked".
• Para 4, reference to targets being met by "all economic groupings " needs to be re-inserted.
• Para 8 in the second sentence add after poverty eradication in all its forms and dimensions: ", together with sustainable development,". Alternative option is to move to this para the last sentence of para 14: "Sustainable development recognizes that eradicating poverty in all its forms and dimensions, combating inequality, preserving the planet and creating sustained, inclusive and sustainable economic growth are linked to each other and are interdependent".
• Para 10 add at the end of the second sentence "and within the carrying capacity of planet".
• Para 48 in the last sentence add before sustainable development "poverty eradication and".
• In para 25, delete the comma after "extreme poverty".
CBDR/Reference to Millennium Declaration Principles
• Para 11 add reference to "including its values and principles" after "Millennium Declaration". Alternative option add a para 13bis "We also reaffirm the values and principles enshrined in the Millennium Declaration". Also avoid singling out the "Right to development"
• Para 13 delete "including, inter alia, the principle of CBDR, as set out in principle 7 thereof."
• Para 22, delete reference to "policy space"
Global Partnership
• Add a para 10bis: "We will only be able to achieve this vision through a new Global Partnership, which should transform and strengthen the way in which the international community works together". It is convened in a spirit of shared responsibility and global solidarity.
• Move paragraph 39 to become the opening paragraph of the section Means of Implementation.
Shared responsibility/differentiation
• In Para 5, second sentence, the word "principles" should be deleted. We should also add at the end: "The Agenda requires commitments from all: we have a responsibility to make a difference together"
• In para 19 delete the last sentence: "taking into account different national circumstances, capacities, priorities".
• Delete para 22.
• In the Preamble under "partnership" and in para 39 add "shared responsibility" before "global solidarity".
• Para 39 add at the end "All countries can contribute meaningfully to achieving this universal agenda.
Link and coherence with Addis
• We are concerned with duplication and coherence with Addis and with the section 3 of the draft outcome, as noted by several colleagues today. We suggest looking collectively at both the Implementation section of the Declaration (para 38-48) together with section 3 (59-67) and will come back on this issue.
• In the meantime, some preliminary comments:
• On para 12, we would like a reference to Monterrey, Doha and Addis
• On Para 40, add at the end of the first sentence "as an integral and fundamental part of the Agenda".
• Para 49 add after the second sentence: "We reaffirm our commitment that both processes for follow up and review for the Financing for Development Conference and for the post-2015 development agenda are integrated into one single framework".
• In para 43 delete the reference to middle-income countries in the sentence on trade-related capacity building
• Para 38 add,: "We reiterate that each country has primary responsibility for its own economic and social development and that the role of national policies and development strategies cannot be overemphasised. For all countries, public policies and the mobilization and effective use of domestic resources, underscored by the principle of national ownership, are central to our common pursuit of poverty eradication and sustainable development. Sound social, environmental and economic policies, including the promotion of gender equality, good governance and the rule of law are essential. We also acknowledge the critical role of the national and international private sector and innovative financing in implementing this agenda, including working in partnership with the public sector."
• Para 39 add at the end (after the sentence we have proposed on universality, see above in the section on Shared responsibility/differentiation): "We also commit to pursue good governance, an enabling environment and policy coherence for sustainable development at all levels and with all actors".
• Para 40, should read "endorse" the AAAA as just endorsed by the GA. The second sentence should be replaced by: "We recognize that the AAAA alongside the MOIs contained in SDG 17 and targets together comprise the full MOIs necessary for the achievement of this agenda"
• Para 41 replace the first sentence with "International finance including Official Development Assistance remains important in supporting poverty eradication and sustainable development in particular for the poorest and most vulnerable countries with limited resources".
• Para 47, add reference to "civil society" when mentioning stakeholders
Conflict affected countries
• Add a reference to conflict affected countries in 17

• Para 21 add at the end "We remain committed to the promotion, protection and fulfilment of all human rights and to the full and effective implementation of the Beijing Platform for Action and the Programme of Action of the International Conference on Population and Development and the outcomes of their review conferences and in this context sexual and reproductive health and rights".
Gender
• Para 15. Add after the 3rd sentence "Gender inequality remains a key challenge"
Family
• Para 44: deletion or replace "the role of family" with "the role of families in their various forms".
Children
• In para 9 in the second sentence replace "cherishes" with "invests in all". In the third sentence add after "exploitation": "and in which the rights and aspirations of all children, both boys and girls, and youth are fully realized."
• In para 28 the sentence on child labour should read: "eliminate child labour in all its forms".
• In para 53, the second sentence could read "children, young women and men, are critical agents of change and will find in the new goals a stronger platform"
Language on specific issues: water, food security, corruption, migration, justice
• In the preamble under Planet replace "conserving" before "freshwater resources" with "manage sustainably".
• In the preamble, under Peace add "bribery and corruption".
• In para 4 after "we wish to see" add "a world of justice where the goals and targets are met by all nations and all economic and social groupings".
• In para 8, in the last sentence, replace "human" by "all" before habitat
• In para 25, the second sentence should read "we are determined to end hunger and malnutrition in all its forms and to achieve food securityand improved nutrition". In the same paragraph, in the last sentence, we should add small "holders and family farmers.
• In para 32, second sentence should also include reference to "forests" as well include "and ensure water quality"
• In para 38 add at the beginning the sentence the first sentence of para 40 of AAAA and sustainable development".
• In paragraphs 24 and 26, delete reference to "migratory status"
