Intervention by Mrs. Fortuna Dibaco, representative of Ethiopia at 11th Session of the Open Working Group on Sustainable Development Goals (OWG-SDG 11): May 5 – 9, 2014 .
Focus Area 9 and 10: Industrialization and On Sustainable cities and human settlements
Mr Co-Chair,
On Focus area 9 , Industrialization is a key driver of development .It enhances productivity, growth, generate income and creates job. Therefore, We believe that industrialization deserve stand-alone goal. In order to further the strong linkage between "industrialization" and "promoting equality among nations" dedicated targets to provide impact that linkage should be included. One such target could be related to encouraging manufacturing value added (MVA) growth in all countries and developing countries particularly. MVA targets are an essential measure indicating levels of industrialization and can be easily measured and compared internationally. Sustainable agro-industries can have a major impact in reducing rural poverty. Therefore we propose the following targets:-
(a) doubling the share of the industrial sector to GDP and export of each country by 2030
(b) Promote small and medium enterprise and doubling the value addition to raw commodities in all industries by 2030
(c) Provide enhanced financial and technical support to least developed countries to develop productive capacities in line with least developed countries’ priorities;
(d) Increase investment in sustainable infrastructure for manufacturing industries and industry-related services;
(e) Increase and ensure the participation of youth in the labor market through adequate education and training; including science Math ,engineering and technical skills
On means of implementation :-
• Promote transfer and dissemination of clean and environmentally sound technologies to developing countries;
• Provide greater duty free and quota free market access to LDCs.
On Sustainable cities and human settlements, we would like also to highlight 5 targets that we consider as priorities:
• reducing and preventing slum conditions, including by provision of adequate and affordable housing, infrastructure and basic services;
• providing access to safe, affordable, accessible and sustainable transport, improving road safety;
• strengthening positive economic and social links between cities and sub-urban and rural areas;
• protecting and safeguarding the world’s cultural and natural heritage, including ancient archaeological sites, museum collections, oral traditions and other forms of heritage;
• enhancing capacities for urban planning;
