Distinguished Co-facilitators,
Thank you for your revised elements paper, for the interest of time, my delegation would like to make the following remarks:
1. First we don’t share the importance of restricting a number of pages for the declaration, we believe focus showed be on the quality of the declaration elements and not the quantity of its pages.
2. On Para 1 when you address a bold vision, transformative goals we need to also address the MOIs
3. On Para 2 we welcome the mention of the MDGS, but we need to include the lessons learnt and the gap in implementing MDG8 which is the MOIs.
4. On Para 3 we believe it should be replaced with Para 7, which recognizes poverty eradication as the greatest challenge to Sustainable Development, following that other threats could be recognized and you need to add inequalities within and between countries .
5. On Para 4 we propose the deletion of the phrase COMMON FUNDAMENTAL VALUES, and replace it with reference to the principles of the UN charter, while deleting the rest of the paragraph.
6. On Para 5 we believe there is an over emphasis on goal 16, which comes to the level of cherry picking that does not suit the agenda, therefore we suggest deletion of the paragraph, the need to identify rule of law could be recognized but must include “at national and international levels”, we also request the addition of language recognizing the rights of people under occupation to self-determination and the increasing threats of Terrorism to achieving sustainable development.
7. On Para 10 recognition of Climate Change is welcomed but we also need to recognize the need for action on a fair, equitable international trading system, as well the as the need to address the systemic issues including reform of the global economic and financial institutions.
8. On Para 11 we believe it is the proposal of the Open Working Group on Sustainable Development Goals contained in the report shall be the main basis for integrating sustainable development goals into the post-2015 development agenda, and we cannot agree to the proposal to use the SG elements as means of characterising outcomes of global efforts, while understanding the logic that they could be used as a vehicle to communicate the agenda, and we support the proposal introduced by Brazil to reduce the elements to the 4Ps.
9. On Para 12 we would clearly state that the agreement in Addis Abba does not deal with MOIs in post 2015. FfD and post 2015 are two processes with inter linkages, but this stops here, FfD is a follow up to Monterrey and deals with issues that larger in scope and different in tenor than the post 2015.
10. On Para 13 we need to qualify this robust, transparent, voluntary follow up and review, and we request the deletion of mutual accountability, as accountability happens at the national level.
11. On Para 14, we believe the post 2015 should be stemming from Rio +20 and not inspired by it!! This language is out of line with the position we all agreed upon in Rio+20 and furthermore, CBDR is an agreed principle that we request it is moved to the forefront of the document; furthermore we would seek clarification on the wording informed by the SG report?? We believe the report doesn’t share the same status as the OWG on SDGs.
12. We request clarification regarding the status of this document; our understanding is that any document formulated from this session and the discussions that took place, must take into account all views expressed by member states and recognize both issues of divergence and convergence; to be later reflected in the zero draft to be presented by May 2015 in accordance with GA decision A/69/L.46.
13. If that is not the case and these views are not reflected in this document, we would encourage the co-facilitators to refrain from publishing it as a document that reflects the discussions and views expressed.
14. Furthermore, we propose that the co-facilitators should provide a white board for the next session, where issues recognized and views expressed by the member states be tabulated to benefit from them when we formulate the document for the SDGs element.
