Intergovernmental negotiations on the Post-2015 agenda
Statement by Denmark on Means of Implementation and Global Partnership

Mr. Co-facilitator,
Denmark aligns itself with the statement made by the EU on behalf of the EU and
its member states. In my national capacity, I will now address four aspects related
to section 3 on Means of Implementation and Global Partnership.
Firstly, Denmark welcomes the Addis Ababa Action Agenda. The outcome is the
result of intense negotiations between many of the same people as are seated in the
room today. It is an outcome where we all had to give in on certain issues.
Compromises are at the basis of all of our work here at the UN. Nobody gets
everything they want but through compromises we are able to reach broader
common aims - such as the ambitious ones set out in this agenda.
Enforced by the fact that the Addis Agenda was a consensus compromise, we see
the Addis Agenda as a strong outcome that comprises the Means of
Implementation for the Post-2015 agenda and form the foundation of the Global
Partnership. On this basis, we support the inclusion of the Addis Ababa Action
Agenda in an annex as you had suggested in the final zero draft. We suggest to
endorse and state in the opening section that the Addis Ababa Action Agenda is an
integral part of the new agenda.
Secondly, Denmark sees the Means of Implementation pillar of the post-2015
agenda being comprised of both the Addis Ababa Action Agenda and the Means of
Implementation Goal and targets proposed by the Open Working Group.
As mentioned in my statement yesterday on the goals and targets, we note that the
Means of Implementation Goal and targets are presently reflected twice – both in
chapter two and three. We do not see the need for this repetition as this document
should be seen as an integrated whole for the entire post-2015 agenda. We
welcome the discussion today on the arguments for placing the Means of
Implementation goals and targets one or the other place. For Denmark it is crucial
that the integrity of the goals and targets proposed by the Open Working Group is
respected and maintained as I believe was mentioned by Pakistan earlier today.
Likewise we do not see the need to selectively reference parts of the Addis Agenda
in the section 3 except welcoming the launch of the technology facilitation
mechanism by using the Addis language.
Thirdly, we support the statement by Sweden on the importance of reflecting
gender equality, both as a goal and as Means of Implementation, and also including
a strong multi-stakeholder and human rights approach in the Means of
Implementation context.
And finally, Mr. Co-facilitator, the full implementation of the new agenda requires
an integrated process of follow up and review for both the Addis Agenda and the
Sustainable Development Goals and targets. Only by tracking progress and
identifying challenges on both goals and targets as well as the means of
implementation will we be able to eradicate poverty and have sustainable
development by 2030.
