Intervention of CSO Partnership for Development Effectiveness in the interaction
with the President of ECOSOC at Trusteeship Council, UNHQ 30th June 2015 on
“Reinforcing major groups and other stakeholders’ participation”
Respected Chair, I am Jiten Yumnam speaking on behalf of CSO Partnership for Development Effectiveness (CPDE).
CPDE support the high level political forum (HLPF) to monitor implementation of Sustainable Development Goals as the primary accountability mechanism at the global level. The HLPF should review the realization of commitments of means of implementation other than SDGs realization.
There should be periodic peer review of realization of SDGs among States. Review should take also take place at the National, Regional and Global Level. All stakeholders and civil society organizations should be allowed to submit alternative reports on the implementation of SDGs in the ‘voluntary’ review process. Other relevant UN agencies, human rights organization should also be able to submit report on realization of SDGs to HLPF.
All development actors involved in development processes such as the Transnational Corporations, the International Financial Institutions, the World Bank, Asian Development Bank etc should be included in the review on achievement of SDGs at all levels.
Principles and forms of Review: The review framework should have a clear political commitment for periodic reporting for consistency. The peer review process of Universal Periodic Review of the UN Human Rights Council and lesson learnt from the CSO engagement processes should be considered. The review and monitoring of SDG’s should be mandatory and based on human rights principles.
There should be strong synergy among the review processes at the National, Regional and Global processes and further, with a clear synergy among HLPF and other UN development agencies and funds for the review processes.
The development effectiveness principles should guide the review process. The respect of human rights based approach to development, creating enabling environment for CSOs and local communities, inclusivity, accountability, transparency etc should be the key overarching principles of review. The HLPF should be a forum to be able to identify and respond to both existing and emerging sustainable development challenges and to respond to the shortfalls in implementation of SDGs.
The HLPF should be forum to hold not just the States and other development actors , the private sector, International Financial Institutions accountable. The Review process should have clear transparent and accountability standards and a clear mandatory process for reporting, other than voluntary.
Rightful participation of CSOs, MGs and Stakeholders: Rightfully involve CSO’s, major groups and other stakeholders in the development, definition of indicators and subsequently for review at the national, regional and global level. The participation of CSO’s should be guided by the principles of human rights, to ensure their rightful participation and not subjected to legislations at all levels to curtail their role, rights and space.
The HLPF should ensure adequate resources are available to ensure rightful participation of all major groups and other stakeholders at the national, regional and global level. Further, there should be capacity building for the major group and other stakeholders. The MGs and other stakeholders should be able to attend all official meetings of HLPF, access to all official information and documents, intervene in official meetings, submit documents and present written and oral contributions, to organize side events and round tables with other member states and the secretariat.
National level reports should be prepared with rightful participation of all stakeholders to assess progress, identify gaps and challenges and outline strategies for further implementation of the national action plans on a periodic basis. At the national level, a multilateral body need be establish for monitoring and implementation, with clear consideration of the need for participation of the most marginalized groups. There should be a clear accountability mechanism to seek justice at the national level. Regional mechanism should have clear mechanism to promote MG and other stakeholder’s participation,
National level indicators should be developed with rightful participation of CSOs with clear references to human rights. The indicators used to track progress towards the SDGs targets must also be disaggregated to include local communities and other most marginalized communities, to reflect community land ownership. Create a platform to share best practices among all stakeholders on SDGs implementation. Establish clear mechanism to communicate SDGs to all constituencies, employing all alternative means and ways, to ensure full and effective participation from all constituencies, especially the most marginalized and vulnerable.
