Oral Statement for High-Level Political Forum on Sustainable Development “Strengthening Integration, Implementation and Review – the HLPF after 2015” under the auspices of the Economic and Social Council (ECOSOC)

Excellencies,
In Mexico, Civil Society Organizations such as Corporativa de Fundaciones, A.C. have led remarkable efforts to promote citizen participation and non-state actors in the Post-2015 Development Agenda. We have been able to position our country as the most participative Member State in the MY World Survey, collecting over 1.7 million votes that reflect the needs and interests of Mexicans in the framework of the new Sustainable Development Goals. We are also part of a significant coalition of Civil Society Organizations working in the Action/2015 campaign at the national level. The High Level Political Forum plays a key role in the adoption of the Sustainable Development Goals after an unprecedented consultation process and intergovernmental negotiations among Member States. As such, we call upon all stakeholders, to consider Civil Society Organizations not only as active participants of the Post-2015 Development Agenda process, but also as partners in the implementation, monitoring and follow-up mechanisms of the Sustainable Development Goals, especially at the local levels. The Sustainable Development Goals present an opportunity to focus on new partnerships, effective and efficient institutions, adequate transfer of resources, capacity-building, access to information and a strong reporting and monitoring system for accountability. Therefore, we believe that enough emphasis should be placed on translating the Sustainable Development Goals into national and local development plans, partnerships, reforms and efforts towards socialization to harmonize local and national development activities with global efforts.
We believe that the active role of local governments, along with Civil Society Organizations is crucial to the achievement of the Sustainable Development Goals, especially through decentralized development cooperation and territorial approaches that ensure ownership, bottom-up actions, effectiveness and accountability processes.
We acknowledge that effective institutions are critical to the implementation of sustainable development policies. Institutional reforms alone cannot drive a transformative development agenda without other essential inputs such as material and financial resources, leadership, human capital, political accountability, as well as the participation of non-state actors that recognize the concerns of communities and respond through coherent interventions. This requires ensuring a wider representation in decision-making and follow-up processes for Civil Society Organizations at the global, regional and national levels, especially those coming from the South. We believe that the mobilization of resources is a critical pillar of development in today’s world and that it should engage a strong, effective and accountable architecture. It should, by all means, promote results and
sustainable solutions in order to adopt good practices all over the world. This includes a more active role by private and non-governmental actors in an atmosphere of shared goals and responsibilities.
Agreements upon new goals should not be subject to State discretion or political willingness, since this might vitiate the successful achievement of the goals. The Sustainable Development Goals and the High-Level Political Forum should continue to be an open and democratic process.
We recognize and appreciate the efforts of the United Nations for the inclusion of Civil Society Organizations during the last three years, especially through the work of the Open Working Group on Sustainable Development Goals. We believe that its role, along with the role of other social actors, could advance the extension and expansion of the new global sustainable agenda, especially for marginalized groups around the globe.
We reaffirm our commitment to work hand-in-hand with the United Nations for a more just and sustainable world. Furthermore, we call on the 2015 High-Level Political Forum to facilitate the conditions and to support those Member States who are working to achieve an open, transparent, accountable and functional revision of the Sustainable Development Goals for the next 15 years.
