General comments on Methodology by troika of China, Indonesia and Kazakhstan on the 10th Session of SDGs OWG
Thank you, Mr Co-Chair.
I have the honour to speak on behalf of the troika of China, Indonesia and Kazakhstan. We support the statement delivered by Bolivia on behalf of G77 and China. We would like to extend our appreciation to the Co-Chairs for their efforts and hard work in providing the revised document of focus areas as well as other background papers.
In our view, the revised document has in general reflected the discussions in previous sessions. However there are some issues that are of our concerns not fully reflected. Our troika is ready to engage in further consultations cluster by cluster on substance. Before that, we would like to emphasize a few comments:
As our troika understands, the current clustering is by no means prejudging the final formulation of goals and targets. We are ready to work with other delegation to formulate goals and targets in the coming sessions.
We noted that the principle of common but differentiated responsibilities(CBDR) , which should be a foundational component to move the process forward, is not adequately reflected in the revised documents. In this regard, we would like to reiterate our proposal that the next revised draft should include a narrative as preemble part to reaffirm all the Rio principles, in particular the principle of Common but differentiated responsibilities (CBDR) as a guiding principle of SDGS.
As for the methodology, we agree on the approach to have everyone on the same page in defining goals and targets. We appreciate the co-chair’s presentation on definition of goals and targets. It has been quite obvious that some of the focus areas and elements are hardly goalable according to the definitions, which leads me back to my previous point that it is very practical and crucial to have a narrative as preamble part to include those elements that are not goalable in SDGs.

Our troika is confident that you will continue your excellent manner in leading us and take these suggestions to next draft and ensure that the OWG SDGs produces a balanced outcome.
