Statement by the
Permanent Mission of Thailand to the United Nations
on behalf of the Troika of Bhutan, Thailand and Viet Nam
at the Tenth Session of the Open Working Group on Sustainable Development Goals
Focus area 19: Peaceful and non-violent societies, rule of law and capable institutions

Mr. Co-Chairs,
I have the honour to speak on behalf of the Troika consisting of Bhutan, Viet Nam, and my country, Thailand.
We very much welcome the strong reference by the co-chairs that creating peaceful, non-violent and inclusive societies, based on respect for all human rights is a cornerstone for sustainable development. We believe that now is the time for the international community to place the rule of law, crime prevention and good governance as strong driving force towards sustainable development.
We believe that the principles of rule of law, justice and security are part of the 5 transformative shifts in the post-2015 development agenda outlined in the report of the High-level Panel of Eminent Persons.
In order to "leave no one behind": the rule of law, justice and security will ensure that no person is denied universal human rights, basic economic opportunities and social exclusion.
To transform economies for jobs and inclusive growth: the rule of law, justice and security will ensure diversified economies, with equal opportunities for all, unleash dynamism that creates jobs and livelihoods, making it easier for people to invest, start-up a business and to trade.
In forging a new global partnership, rule of law, justice and security can create a new spirit of solidarity, cooperation and accountability.
Mr. Co-Chairs,
Our Troika therefore agrees that rule of law and the strengthening of peaceful and non-violent societies should be part of the future goal framework, directly supportive of sustainable development as well as inter-linkages to other focus areas, in accordance with the principles of national ownership and national sovereignty. In this regard, the Troika strongly supports the following targets proposed by the co-chairs:
- combating organised crime. We also underline the importance of strengthening cooperation to address transnational organised crime in accordance with international obligations;
- strengthening the rule of law at national and international levels, in accordance with national circumstances;
- reduction of crime and violence particularly against children and women;
- reduction of illicit arms trade, transfer and trafficking; and
- strengthening the fight against human trafficking, which we would like to include the importance of collaboration at all levels as well as adopting a multi-stakeholder approach.
