GRUPO DE TRABAJO ABIERTO DE LOS OBJETIVOS DE DESARROLLO SOSTENIBLE
Producción y Consumo Sostenibles
Realizo la siguiente intervención en nombre de Argentina, Bolivia y Ecuador, a la vez que nos asociamos al discurso pronunciado por la distinguida delegación de Fiji, a nombre del Grupo de los 77 más China.
Consideramos que para lograr un cambio hacia la produccion y el consumo sostenibles son necesarias acciones que debieran basarse en un enfoque integral y de eficiencia en la utilización de los recursos, materias primas e insumos energéticos, de modo que se incrementen simultáneamente la productividad y la competitividad. En este sentido, para nuestra Región y para los Paises de Renta Media en general, es prioritario el apoyo a las micro, pequeñas y medianas empresas, pues solo aplicando criterios de producción sustentables se puede lograr ventajas competitivas sostenidas, en aromonia con la naturaleza y el desarrollo integral de los recursos humanos y de las comunidades locales.
Sr. Presidente,
La cooperación internacional en materia de recursos financieros y transferencia de tecnología, necesita ser profundizada. De acuerdo al Principio de Responsabilidades Comunes pero Diferenciadas, los países desarrollados deben cumplir con los compromisos asumidos, y superar las brechas de financiamiento e implementación y promover el arraigo endógeno del desarrollo tecnológico.
Al momento de definir los Objetivos de Desarrollo Sostenible relacionados con esta tematica debemos evitar que estos se constituyan en un medio de discriminación arbitraria e injustificable entre países, ni en una restricción encubierta al consumo, sobre todo teniendo en cuenta la proliferación del ecoetiquetado. En esta línea, apoyamos la adopción de enfoques de ciclo de vida, en función de criterios e
indicadores nacionales o regionales, como instrumento para la identificación de los atributos de sostenibilidad.
Por otra parte, las sociedades más desarrolladas a menudo alcanzan niveles de consumismo que superan la capacidad de carga de los ecosistemas. Por esta razón, consideramos fundamental promover la demanda de productos y procesos sustentables, a través de programas de concientización y sensibilización, sistemas de información, normas voluntarias de etiquetado ecológico y gestión ambiental, y las compras públicas basadas en criterios de sustentabilidad.
En este sentido, el volumen de compra del Estado puede constituir una oportunidad para impulsar la innovación y la sustentabilidad en el mercado, y transformarse así en un importante instrumento para potenciar el cambio hacia pautas de consumo y producción sostenible.
Asimismo, sumar acciones en materia de educación para el desarrollo sostenible es fundamental. Sólo las sociedades informadas y concientizadas pueden promover el cambio de mentalidad necesario para la transformación hacia patrones sostenibles de producción y consumo para lograr el Desarrollo Sustentable con el paradigma del Vivir Buen.
Sr. Presidente:
Cambiar los patrones de consumo y producción no sostenibles es vital para erradicar el hambre y la pobreza, como así también para proteger los recursos naturales y los ecosistemas.
Mucho se habla de remover medidas distorsivas en los países en desarrollo, especialmente los subsidios a los combustibles fósiles, pero no se dice nada sobre la urgencia de remover los subsidios agrícolas de los países desarrollados que ascienden a casi 400 billones de dólares anuales. Estos son también subsidios indirectos a los combustibles fósiles, subsidios que promueven patrones insostenibles de consumo.
Asimismo, la generación de residuos y el uso de sustancias químicas peligrosas son fenómeno que se ven agravados por la producción y el consumo insostenible. En este sentido es necesario trabajar, desde procesos educativo-ambientales, para promover un cambio cultural en las sociedades con mayores niveles de consumo con miras a minimizar la cantidad de residuos generados e implementar un sistema de gestión integral desde el inicio del ciclo de vida de los productos hasta la disposición final, con un involucramiento a nivel estatal, privado y ciudadano. Varios de estos aspectos son medibles y por tanto se pueden traducir en indicarores.
Esperamos que el resultado de este proceso sirva como herramienta para propiciar la eliminación de barreras regulatorias e institucionales que obstaculizan la prevención en la generación, minimización y valoración de los residuos, teniendo en cuenta su posible reutilización, recuperación y reciclado.
En conclusión, la transformación de los patrones de consumo y producción requiere de políticas y acciones integradas a largo plazo que, que se enmarquen en objetivos que involucren a todos los actores de la sociedad, a través de un abordaje equilibrado de las tres dimensiones del desarrollo sostenible: social, ambiental y económico.
