Description
Esto requiere de mayores medidas de proteccion y un punto de partida es crear el Santuario de Mamiferos Marinos, declarando las aguas interiores maritimas, el mar territorial, la zona economica exclusiva de la Republica Argentina y las reas adyacentes a esta ltima sobre las cuales exista jurisdiccion nacional, de acuerdo con las leyes y tratados internacionales, como Zona de Proteccion Integral de mamiferos marinos.
Este Santuario fortalecer los marcos legales existente para que garanticemos que los mamiferos marinos esten libres de la amenaza de la cacera y capturas dirigidas con cualquier finalidad, que atente contra su bienestar o la persistencia de sus poblaciones. Sus objetivos seran:
a) Propender a la proteccion y conservacion de las poblaciones de mamiferos marinos, as como del ambiente necesario para su persistencia.
b) Proteger los espacios claves para el desarrollo de su ciclo de vida, enfatizando las reas de cria, apareamiento, alimentacion y rutas migratorias.
c) Promover estudios cientificos basados exclusivamente en tecnicas no letales, que contribuyan a aumentar el conocimiento y la conservacion de los mamiferos marinos a largo plazo.
El Santuario de Mamiferos Marinos, va total en consonancia con la creacion de reas marinas protegidas (costeras y pelagicas) y con la poltica de conservacio de mamiferos marinos que la Repblica Argentina ha mantenido a lo largo de los anios, tanto en foros internacionales como en la politica nacional. Su aprobacoin permitir la concrecion de un Plan de Accion que establezca las prioridades de conservacion, considerando la realidad actual del Mar Argentino. y reforzar la propuesta de Argentina, Brasil, Gabon, Sudafrica y Uruguay para crear un Santuario de Ballenas en el Oecano Atlantico Sur ante la Comision Ballenera Internacional. Los pases del Atlantico Sudoccidental ya han declarado sus aguas territoriales Santuario para ballenas y delfines y tan solo falta Argentina.
Para lograrlo, seguiremos articulando acciones con organizaciones no gubernamentales y con los diputados que redactaron el proyecto de Ley 1572-D-2017 a fin de lograr su aprobacion durante el ani legislativo 2017 y luego promover su reglamentacion para poder avanzar en planes de conservacion de las especies de mamiferos marinos que habitan el mar argentino.
