Description

Desde su relanzamiento en abril de 2017, esta iniciativa preve para el futuro nuevos proyectos, entre otros:
- Se proyecta la creacion de un servicio de buques cientificos, a fin de optimizar la administracion y gestion de todos los buques utilizados por las distintas instituciones para la realizacion de campanas cientificas.
- Se establecera un Centro de Interpretacion Antartico, que incluye un Acuario Cientfico, en la ciudad de Ushuaia, y un Centro Multidisciplinario en Punta Mogotes, Mar del Plata, con participacion de todas las instituciones vinculadas al quehacer marino.
La Iniciativa Pampa Azul es una iniciativa interministerial del Gobierno de Argentina que articula acciones de investigación científica, desarrollo tecnológico e innovación para proporcionar bases científicas a las políticas oceánicas nacionales, incluyendo el fortalecimiento de la soberanía nacional sobre el mar, la conservación, así como el uso sostenible de los bienes marinos, y la coordinación de las acciones y los procesos relacionados a la planificación espacial marina.
Mediante avances en la investigación y el desarrollo tecnológico, contribuye a la seguridad y al desarrollo sostenible, socio-ambientalmente justo, prestando particular atención a la inclusión social y la perspectiva de género. Asimismo, busca fomentar una mayor conciencia social sobre los servicios y beneficios que aporta el mar, desplegando una agenda específica de comunicación y divulgación científica.
Los objetivos de mediano plazo de la Iniciativa Pampa Azul son los siguientes:
- Fortalecer las capacidades del sistema científico-tecnológico para contribuir a las políticas públicas relacionadas con el mar (infraestructura, flota, instrumental y capacidades humanas, entre otras).
- Fortalecer las capacidades interinstitucionales de investigación, desarrollo e innovación con perspectiva federal.
- Avanzar en una agenda de temas estratégicos incluyendo áreas horizontales científicas (conservación de la biodiversidad y planificación espacial marina; cambio climático y variabilidad climática; gestión de riesgo ambiental; prospección geológica y geofísica; investigación pesquera y actividades humanas y ambiente costero-marino) y áreas de desarrollo tecnológico (industria naval; instrumentos de detección y medición; industria pesquera y maricultura; energía y minería y turismo).
Pampa Azul cuenta, además, con cinco áreas geográficas prioritarias: 1- Banco Burdwood/ rea protegida Namuncurá; 2- Sistema fluvio-marino del Río de la Plata; 3- Golfo San Jorge; 4- Frente del Talud Continental/Agujero Azul y 5- Islas Subantárticas.
En el marco de la Iniciativa, se plantea el desarrollo de las siguientes acciones para el fortalecimiento del sistema de investigación marina:
A) Infraestructura
o Puesta a punto de los barcos y expansión de la flota para investigación y desarrollo.
o Reforzar y ampliar las redes de observación y monitoreo.
o Creación de centros interinstitucionales en temas estratégicos.
B) Investigación
o Desarrollo de campañas de investigación en las áreas geográficas prioritarias y en aquellas que requieran de un incremento específico en los conocimientos existentes.
o Convocatorias periódicas a financiamiento de proyectos I D i con perspectiva interinstitucional y federal.
C) Fortalecimiento de Capacidades Humanas
o Implementación de un Plan de Becas de Grado.
o Implementación de un Programa de Capacitación Técnica.
o Desarrollo del Programa Escuelas Azules.
o Comunicación y divulgación de las ciencias del mar: exhibición Océano. Volverse Azul y Ecocentro Pampa Azul Puerto Madryn, Chubut.
D) Planificación Marina Espacial
o Coordinación de un proceso de Planificación Espacial Marina, abierto y participativo con perspectiva federal.
