    Esta iniciativa garantizará el acceso a la atención oportuna, de calidad y con protección financiera, permitirá que todas las personas tengan el mismo plan de salud, a través del Plan Salud Universal sin discriminar por edad, género, nivel de ingreso o condición de salud. Además, se establecen tiempos máximos de atención para cirugías y consultas médicas de especialidad de enfermedades No AUGE. En caso que un recinto de salud no cuente con capacidad de resolución, FONASA ofrecerá al usuario una red de prestadores en convenio para garantizar su atención. También se determina protección financiera, a través de la bonificación de la atención. – Conjunto garantizado de servicios de salud, al que tendrán acceso todos los usuarios de FONASA. – Garantía de oportunidad, acceso y protección financiera: reducción en los tiempos de espera y aseguramiento de la calidad de la atención. – Plan establecido y actualizado en forma transparente y participativa.

    FONASA deberá organizar y gestionar la red en que se entregarán las soluciones del Plan de Salud Universal. Todos los establecimientos de atención primaria y hospitales públicos serán parte de la red. En caso de no haber suficiente capacidad para cumplir con las garantías del Plan de Salud Universal, se podrán incorporar otras instituciones, públicas y privadas. En caso de incluirse alguna institución privada, deberá ser a través de licitación. Los precios no podrán ser mayores a los pagados a los hospitales públicos. Estrictas normas para contratar servicios fuera de la red.
