    Description
    Mapping of landscapes as an expert baseline for developing planning documentation has for the first time been comprehensively, and in accordance with requirements of the Landscape Convention, performed in the process of preparing the Landscape Study in the framework of the Special Purpose Spatial Plan of the Coastal Zone MNE development. Nevertheless, integration of landscapes into spatial planning is yet to take hold as a systemic approach i.e. it has not become a part of standard procedures of spatial plans preparation yet. As a consequence, this could lead to conflicts between cultural landscape and cultural assets preservation on one and intensive urbanisation on the other hand. This is why it is important to strengthen capacities for landscape evaluation and their protection through spatial planning.
    Activities
    Following experience acquired in developing CASP and recommendations from the Handbook on the Manner of Developing Landscape Plans, as well as the identified needs and defined priorities, it is necessary to carry out a landscape planning pilot project in the narrow coastal zone that is in the 1 km wide belt starting from the coastline. As a priority, locations of the existing/expected conflicts between preservation of cultural landscape and cultural heritage, and urbanisation pressures, should be considered (examples: Lutica, Krimovica - Trsteno - Lastva, Dobra voda - Stari Ulcinj - Valdanos), so that:
    1. A detailed analysis is performed and evaluation of the coastal zone made (definition of important landscape character types and landscape elements, landscape analysis and visual exposure, structural analysis and mental image analysis, cultural heritage analysis in the spatial context, evaluation of types/parts of the coast, including visual attractiveness).
    2. Landscape development and protection concept (adoption of decisions on development and protection based on clear objectives) is prepared.
    3. Guidelines, principles and concrete solutions for development and protection of selected coastal zone sites (by development type, for individual types and locations, giving due attention to the development of space where cultural assets are located, seaside promenade space and beaches, as well as remediation of degraded areas) are prepared.
    4. Survey on landscapes is carried out.
