Description
The Gender Action Plan for Sustainable Forest Management (SFM) Project in Uzbekistan was adopted in 2019. It aims to ensure that gender and livelihood and socioeconomic considerations are integrated into all project approaches, strategies, activities, inputs and outputs, thus contributing to SDGs 5.
Draft Gender Action Plan (GAP) was developed by Gender Expert in June 2019. GAP was discussed with SFM management, translated into Uzbek, presented and broadly shared with project FOs’ management during the workshop on June 21, 2019. Final version of GAP was endorsed by the SFM management. The Gender Action Plan addresses to improved planning and implementation of gender mainstreaming activities and increased gender analysis skills of partner government agencies and partner organization. Under the GAP, cooperation established between the relevant stakeholders: Women’s Committee of Uzbekistan; Business Women Association, the National “Hunarmand” Association of craftsmen; Tashkent State Agrarian University (TSAU); Bukhara Association of craftsmen. Three (3) training modules developed by the GE. The FGCs’ capacity in Gender equality issues is developed at a number of workshops conducted in the frames of GAP implementation, e.g. the initial workshop on Gender and Development in Tashkent (June), traditional crafts development (carpet weaving) for rural women in Dekhanabad (September), traditional crafts development (woolen quilted blankets) in Pop (November). Learning from the success in the Uzbekistan, other stakeholders were keen to follow with similar programmes, which led to the development of gender analysis skills. Monitoring and research are core component of the GAP to keep implementation on track and to inform advocacy, policy development and decision-making. Cooperation with stakeholders on research have been conducted to gain more insights and to make sure in effectiveness of the approach. It is important to emphasize that the implementation the GAP in pilots gave positive influence in increasing women's incomes, livelihood, employment.
The need to adopt the Action Plan was also dictated by national legislation: the Constitution and laws of the Republic of Uzbekistan "On guarantees of equal rights and opportunities for women and men (ZRU No. 562, 02.09.2019) and" On the protection of women from oppression and violence "(ZRU No. 562, 02.09 .2019). The Action Plan is providing better tools and approaches to recognize and value unpaid care work and household work by providing utilities, infrastructure and safety nets, and promoting shared household and family responsibility, taking into account national circumstances. Likewise, the Plan is addressing a challenge related to expanding programs to support women in realizing their rights and interests in the socio-economic sphere and increasing the use of highly effective technologies, in particular information and communication technologies, to promote the empowerment of women.
Enabling conditions: The Gender Directives have been the subject of a comprehensive performance evaluation of their implementation as part of the SFM Project. The GAP have been evaluated in following standard categories: effectiveness, efficiency, coherence, relevance. The extensive evidence-gathering process included questionnaire gathered during the training workshop on traditional crafts for young women. Number of public consultations among women of various regions of Uzbekistan gave responses. All above-mentioned processes provided successful implementation of Gender policy in the framework of the Gender Action Plan of SFM project.
To keep the sustainability, Forestry Organization’s management supported the initiatives introduced by FAO through creating job opportunities for those trained women. In addition, they build some shops, where rural women can to sell their products, such as carpets etc. These initiatives are replicated in other forestry organizations of the country, namely Pop forestry organization has already started implementing the initiatives of above Forestry Organization.

COVID-19 has impacted the implementation of the activities related to Gender, as well as gathering information for the Gender Action Plan and Gender Strategy from the fields. However, to improve the situation, a group “Gender-Barqaror urmon” was created in Telegram Application for Field Gender Coordinators of pilot forestry and regular communication and exchange of information on the implementation of the Gender Action Plan is supported. The following documents in Uzbek were shared with field gender coordinators: a) Terms of reference of the gender coordinator; b) The final version of GAP amended by inclusion of all planned trainings for 2019; c) The criteria for selection of project beneficiaries, amended upon the recommendations provided by June 21 workshop participants. In addition, several online discussions were held to eliminate the comments and address the recommendations of the relevant ministries and agencies. In its turn, it increased the efficiency and accelerated the coordination process with relevant stakeholders and beneficiaries. The Manual on impact of COVID 19 for rural women was translated into Uzbek language, presented to rural women living in Forest Fund Land and disseminated amongst the national forestry organizations for further distribution.

A Project Gender Strategy and Action Plan was developed under PMU work plan and endorsed by State Committee on Forestry as a part of its long-term strategy. Public awareness campaigns and community consultations in the frame of Gender Action Plan implementation was organized by SCF/PMU and FOs in partnership with state (local municipalities/khokimiyats) and non-state stakeholders (Business Women Association, Chamber of Commerce and Industry, Makhallya Foundation local branches.
