Climate Information Services for Resilient Development in Vanuatu

    This project will expand the use of Climate Information Services (CIS) in five targeted sectors: tourism, agriculture, infrastructure, water management and fisheries. Specific project goals include building technical capacity to harness and manage climate data, developing practical CIS tools, fostering their use and disseminating tailored climate information. GCF funding will contribute to greater understanding of climate patterns across time to ensure adaptation planning and policy implementation is informed by the right data.
    Expected Impact

    GCF will disburse funds to SPREP as predetermined in the AMA and FAA. SPREP, as the AE of GCF, will act as the overseer of project implementation and deliverer of GCF funds to the Vanuatu Department of Finance.<br />
    <br />
    Under the Executing Entity Agreement (EEA) with SPREP, VMGD will oversee and monitor delivery of project activities by the Project PMU. VMGD will follow standard procedures to seek project funds from the Vanuatu Department of Finance.<br />
    <br />
    The SPREP PMU will report to the SPREP Director of Climate Change Division on the progress of project implementation. The Unit will be provided funds from the GCF as approved by the Director General and as per the disbursement schedule in the FAA. The PMUs of SPREP and VMGD will also be bound to the EEA and the disbursement and reporting requirements set out therein.<br />
    <br />
    A Project PMU will be established within the VMGD PMU to coordinate delivery of the designated activities. The Unit will report to coordinators from the five sector (water, agriculture, fisheries, infrastructure, and tourism) agencies on the status of project management.<br />
    <br />
    A Regional Partners Steering Committee chaired by the SPREP Director of Climate Change Division will be established by the SPREP PMU. The Committee will be comprised of key Pacific Met Desk Delivery Partners and the Director of VMGD. It will provide strategic insights and technical advices, particularly in relation to activities being delivered by SPREP. The Pac Met Desk Delivery Partners may also be called on by SPREP to lead delivery and/or coordination of specific activities.<br />
    <br />
    A National Project Committee will be established by the Project PMU and VMGD Director. The Committee will be held responsible for coordination and overseeing of activities delivered by the VMGD and SPREP PMUs. The committee will be membered by representatives of VMGD and SPREP PMUs and national priority sector coordinators.<br />
    The Project PMU will procure Services and Delivery Partners as per the SPREP Procurement Policy, with some partnerships being acquired through MoU arrangements.
