Achievement at a glance
Agencies undertook joint-statutory consultation on the proposed MPA network in 2020.In October 2023 the Minister of Conservation announced that six new marine reserves would be established, with the remainder of the proposed network (five Type 2 marine protected areas and a kelp protection area) to be considered by the Minister for Oceans and Fisheries under the Fisheries Act.
DOC started an Order in Council and gazettal process in 2024. When the process is complete, the six marine reserves will come into force, and DOC will manage the marine reserves in partnership with Kāi Tahu (Indigenous people of the area). "
Challenges faced in implementation
In June 2024, a judicial review was filed by the Otago Rock Lobster Industry Association Inc. in relation to decisions by former Ministers for the declaration of six new marine reserves in the southeast South Island. The proceeding challenges decisions made by the former Minister of Conservation, Minister of Transport and Minister for Oceans and Fisheries under the Marine Reserves Act in respect of six marine reserves, and particularly those relating to the Te Umukōau Marine Reserve.Next Steps
As at May 2025, the Judicial Review process is ongoing. DOC is continuing to plan for implementation and co-management with Te Rūnaka o Kāi Tahu.Beneficiaries
