Progress report for
Database of support policies to fisheries - The Fisheries Support Estimate (FSE)
Achievement at a glance
The FSE continues to be updated with the most recent available data, with 2018 data expected by the end of 2019. It provides an authoritative database of support policies in the fishing sector covering 38 countries representing half of global fishing landings. The database is also being used, in combination with a new quantitative model, to produce estimates of the relative effects of support policies and the potential gains from reforms. Two reports summarize OECD work in this area: Relative Effects of Fisheries Support Policies (https://doi.org/10.1787/bd9b0dc3-en) and Support to Fisheries: Levels and Impacts (https://doi.org/10.1787/00287855-en).
Challenges faced in implementation
Obtaining participation by countries outside the OECD is a challenge.Beneficiaries
WTO negotiators, domestic policy makers, researchers and NGOs all benefit from the improved transparency of fisheries policies that the FSE provides. Our analysis advances understanding of what constitutes a harmful subsidy and what are better alternatives.
