CoopeSoliDar R.L together with the SSF Fishers association of Cabuya and the Ministry of Environment ( SINAC-MINAE) has been working towards the defense of the clam gatherers in the Marine Management Area of Cabuya, now a protected area that will need to recognized the traditional use of clams of this community. The association that includes clam gatherers and CoopeSoliDar R.L have beed developing participatory research to study the clams so the recognition of this ancestral right can be given by the government. Citizens science that connects traditional knowledge and scientific knowledge is important.CoopeSoliDAr R.L together with the open state university has been preparing a platform to show the community areas were this participatory research and local governance efforts are happening in the country showing that other models of governance are important and valid for marine conservation in Costa Rica. Challenges faced in implementation
Blue economy has been the most important obstacle to the advance of the guidelines in Costa Rica. The view that only economic issues and concerns are going to be able to safe the oceans do not guarantee the necessary integrated vision necessary for reaching just and equitable solutions based on a human rights base approach to marine conservation. There is a need to transform easy and economic solutions into real territory based solutions that bring the voice of the men and women from the sea and within the voices of the most marginalized and vulnerabilidad sectors including indigenous peoples, women, and youth.
Another challenge is the need of governments to recognized community based and indigenous peoples governance models of conservation were decision making is in charge of local communities and indigenous peoples organizations, this recognition is fundamental for the well being and cultural identity of these communities.
