Establishing a strategic framework for achieving universal access to safely-managed drinking water supply and sanitation services in Tajikistan
Achievement at a glance
Tajikistan has developed the State Program for Drinking Water Supply and Sanitation for the period until 2032 in accordance with the Medium-Term Development Program of the Republic of Tajikistan for 2021-2025 and the Water Sector Reform Program of the Republic of Tajikistan for 2016-2025. The Program defines the main directions and activities for the sustainable development of drinking water supply and sanitation systems, and the improvement of management in the field of water supply and sanitation to enhance the population's access to drinking water and sanitation services. The Program is an important and targeted effort by the Government of the Republic of Tajikistan to contribute to achieving SDG 6 – "Ensure availability and sustainable management of water and sanitation for all."Expected results from the implementation of the State Program:
• By the end of 2032, the coverage of water supply services will increase from 4.035 million to 8.694 million people, representing an increase in service coverage from 41% to 72% of the population.
• By the end of 2032, coverage of sanitation services will increase from 1.492 million to 4.226 million people representing an increase in service coverage from 15% to 35% of the population.
Challenges faced in implementation
The strategy addresses the main problems of access to water supply and sanitation services in Tajikistan.• Drinking Water Supply. Currently, about 4 million people, or 41% of the total population, are provided with drinking water by drinking water supply and sanitation organizations.
• Sanitation Services. There are 51 sanitation systems providing sanitation services to 1.5 million people, which constitutes about 15% of the total population.

Actions
Objective 1: Improvement of the Institutional Structure, Management, and Legal Framework of the Sector• Designate a single body responsible for the development and implementation of water supply and sanitation policy at the Ministry level. Create a water supply and sanitation management unit within the Ministry of Energy and Water Resources;
• Strengthen the regulatory capacity of the Antimonopoly Service;
• Amend and supplement the relevant legal and regulatory acts;
• Improve the regulatory mechanism for sanitary and epidemiological safety in the water supply and sanitation sector.
Objective 2: Expansion of Coverage for Water Supply and Sanitation Services and Modernization of Existing Systems
• Modernization and expansion of existing water supply systems;
• Construction of new water supply systems;
• Modernization and expansion of existing sanitation systems;
• Construction of new sanitation systems.
Objective 3: Improvement of the Activities and Efficiency of Sector Institutions
• Strengthening local capacities;
• Enhancing the basic skills and knowledge of employees in drinking water supply and sanitation organizations;
• Upgrading the qualifications of production personnel in water supply and sanitation organizations;
• Upgrading the qualifications of personnel working with customers of drinking water supply and sanitation services.
Objective 4: Optimization of Sector Financing and Increasing Investment Attractiveness
• Strengthening the financial capabilities of water supply and sanitation organizations;
• Modernizing the sector's financing structure – pilot measures for financing from various sources;
• Improving the tariff subsidy system.
Objective 5: Improvement of Coordination and Information Exchange Mechanisms
• Enhancing coordination actions among involved parties;
• Establishing an Interdepartmental Working Group for coordinating actions in the water supply and sanitation sector;
• Developing a Public Information Program.
Objective 6: Sector Monitoring and Planning of Priority Investments
• Preparing comprehensive development plans for drinking water supply and sanitation systems in cities and districts;
• Creating a water supply and sanitation module in the National Water Information System.
