Progress report for
Combining efforts to guarantee universal access to water and sanitation in Brazil
Achievement at a glance
Celebrating its 5th anniversary in April 2024, IAS has made progress on the 4 objectives from the Water Action Agenda. Our efforts to monitor national legislation have resulted in two important features on our website: firstly, platform Observatório do Marco Legal (Legal Framework Observatory) presents data and documents that concern the implementation of state and federal laws; platform Municípios e Saneamento (Municipalities and Sanitation) gathers information from all over the country and is periodically updated, with views showing growth every year. IAS has also published 16 inspirational videos that show how there is a solution for sanitation in any kind of place. We have also aired three podcast episodes that provide a space for in-depth conversations regarding water, sanitation and transversal themes with key actors of this sector in Brazil. Regarding IAS' activities in groups and networks, we have produced progress reports on SDG 6 for four annual versions of the 2030 Agenda for Sustainable Development Spotlight Report.Challenges faced in implementation
Attributions and responsibilities for the sanitation sector in Brazil are spread across different ministries (Ministry of Environment and Climate Change, Ministry of Cities and Ministry of Regional Integration and Development) since the beginning of the current federal government (2023-2027). The Interministerial Basic Sanitation Committee (CISB) was created within the scope of the Law that updates the Legal Framework, but is not yet active. There is a lack of participation and social control in decision-making over the sector. There is a lack of transparency in the processes of privatization and assignment of water supply and sewage collection and treatment services.
