China-Pakistan “Belt and Road” Joint Laboratory on Small Hydropower Technology
Achievement at a glance
1 Completed the joint construction of the laboratories in Hangzhou China and Islamabad Pakistan with normal operation of all equipment.2 Completed the joint research on two applicable technologies:
2.1 Research on the Centralized and Remote Control for optimal operation of cascades hydropower stations.
2.2 Research on the stability of off-grid hybrid power generation system of small hydropower (SHP), wind and solar, taking into consideration the characteristics of SHP and other renewable energies and the isolated micro power grids in mountainous areas of Pakistan.
3 Completed the joint construction of two demonstration sites in the northern mountain area of Pakistan, on the basis of previous joint research, and a trial production of the renewable energy equipment:
3.1 Set up a centralized control demonstration for developed cascade hydropower stations, which can lead to an optimized operation and remote control mode.
3.2 Set up a demonstration project of off-grid hybrid power generation system to realize off-grid power supply.
4 Devoted to capacity building and human resource cultivation
4.1 Established two talent training bases: International Human Resources Training Base for Green Hydropower, and Training Base on Hydropower Operation & Maintenance for Pakistan.
4.2 17 young experts in water sector from Pakistan, Nepal and other South Asian countries attended our 6-month joint capacity building programs, and participated in the professional course learning, panel discussion, and the Joint Laboratory work.
4.3 Over 100 technical talents and government officials from Pakistan and other South Asian countries benefited from our 20 international seminars and talent training programs.
5 Promoted international exchanges
5.1 Conducted 4 overseas exchange visits between the two sides.
5.2 Held 9 project technical exchange meetings online and offline.
5.3 Organized 26 international seminars and capacity building programs mainly on SHP online and offline.
6 Built a SHP standard framework and a database
6.1 Selected and conducted a comparative study on the existing SHP standard systems of China, Europe, Japan and India.
6.2 Put forward elements of standard screening (ABCD four levels).
6.3 Provided suggestions on the standard framework for Pakistan SHP.
6.4 Built the SHP database (Pakistan, Nepal, India, Sri Lanka).
Next Steps
To carry on new joint research, international exchange and talent cultivation, and upgrade the construction of the joint laboratories and demonstration sites, expanding the influence of the “B&R” Joint Laboratory in South Asian countries.Beneficiaries

1 The centralized control demonstration for developed cascade hydropower stations which can lead to an optimized operation and remote control mode, and the demonstration project of off-grid hybrid power generation system to realize off-grid power supply have provided more power to the residents around, improving local people’s livelihood and contributing to work production.2 Advanced expertise, techniques and equipment are shared with technical talents and government officials from Pakistan and other South Asian countries.
