Boosting the development of offshore wind and ocean energies in the EU and across the world
Achievement at a glance
In October 2023 the European Commission presented the Communication “Delivering on the EU Offshore renewable energy ambition”. This policy document presents a strengthening of the ambition levels of the Offshore Strategy of 2020. It also spells out the main challenges to be tackled to achieve updated ambition levels. Several actions have been taken, such as:- Streamlining permitting through the revised TEN-E (Trans-European Networks for Energy) regulation and revised Renewable Energy Directive to accelerate developments of offshore renewable projects.
- Enhancing regional cooperation across EU sea-basins with a view to expanding and modernising the offshore grid and enhancing maritime spatial planning.
- Supporting the pertinent supply chains and the development of skills to underpin industry capacities and competitiveness, e.g. through the Net-Zero Industry Act.
On the back of these ambitions and related actions, actual installed offshore renewable capacities in the EU have been increasing from about 12 GW in 2020 to about 20 GW in 2024, predominantly offshore wind.
As regards the third countries, EU has discussed and exchanged good practice on offshore wind in its respective energy dialogues.
