
H.E. Mr. Sérgio Carvalho
Counsellor and Legal Adviser, Permanent Mission of Portugal to the United Nations
Sergio Carvalho has served as Counsellor responsible for the Environment and Ocean Affairs and the Law of the Sea with the Permanent Mission of Portugal to the United Nations since 2018. He has nearly 10 years of professional experience in Ocean Affairs and the Law of the Sea, and has held jobs in the public sector for nearly 17 years. Prior to joining the Permanent Mission of Portugal to the United Nations, Sergio was Head of Unit responsible for Ocean Affairs and Sustainable Development at the Portuguese Ministry of Foreign Affairs; he participated in the preparatory process of the 2017 UN Ocean Conference, as an advisor to the Permanent Representative of Portugal to the UN, in his capacity as co-facilitator of the intergovernmental negotiations of the outcome document of the Conference. Sergio holds a Law degree from the University of Coimbra, a Master’s degree in European Affairs from the Catholic University of Lisbon, and he has completed the first phase of a Doctorate degree in International Ocean Law and Policy at the Catholic University of Lisbon.
