H.E. Dr. John W. Ashe was elected Co-chair of the Bureau for the Preparatory Process of the UN Conference on Sustainable Development, representing the Latin American and the Caribbean Group. Dr. John Ashe is a Permanent Representative of Antigua and Barbuda to the United Nations.
John W. Ashe, a graduate of the University of Pennsylvania in Philadelphia, Pennsylvania, U.S.A, with a Ph.D in Bioengineering, has been a member of the Foreign Service of Antigua and Barbuda since 1989. He is currently Antigua and Barbuda?s Ambassador/Permanent Representative to the United Nations, Ambassador to the World Trade Organization (WTO) and chief negotiator for sustainable development issues; he also has ministerial responsibilities for the WTO and sustainable development matters. As a member of the Rio+20 Bureau, Ambassador Ashe brings considerable experience in all areas of sustainable development. At the Johannesburg World Summit on Sustainable Development in 2002, Ambassador Ashe chaired successful negotiations on Chapter X of the Johannesburg Plan on Implementation (JPOI): Means of Implementation. In 2004, he was elected Chairman of the thirteenth session of the United Nations Commission on Sustainable Development (CSD-13), the first ?policy session? in the post Johannesburg era of the CSD. In addition to the above, Ambassador Ashe was the Chairman of the Group of 77 and China (G77) at UN Headquarters in New York in 2008. He is the President of the Executive Board of UNDP/UNFPA for 2010. Since 2009, he has been Chairman of the Ad Hoc Working Group on Further Commitments under the Kyoto Protocol (AWG-KP), the negotiating body within the United Nations Framework Convention on Climate Change (UNFFCC) negotiating process that is charged with developing amendments to the Kyoto Protocol for the post 2012 period (?the second commitment period?). He was the first Chairman of the Executive Board of the Clean Development Mechanism (CDM) of the Kyoto Protocol of the UNFCCC, and was a former Chairman of UNFCCC?s Subsidiary Body on Implementation (SBI).
