André is a professor at the School of International and Public Affairs, and Founder and Program Director at The Earth Institute, Columbia University. A political economist with a PhD in Public Affairs, nineteen years of project and program design, management, leadership, consulting and academic experience carried out in the U.S., Europe, Central Asia, Africa, the Middle East, and China. Current development and research programs as director or leading consultant includes: Southern Europe (on political parties’ system development), Jordan (on poverty alleviation), Egypt (on climate change), Kazakhstan (on green economy), China (on energy and environment), Mozambique (on energy and extractive industries) and the U.S. (on smart NYCity, ICT4D and inequality). Published his research in several areas of Social Economics and Institutional Development such as Comparative Technology Transfer and Society, Public Organization Review, and International Journal of The Sociology of Language among other peer-reviewed publications. Received multiple research awards and is also a regular contributor to the Huffington Post.
