Middle-income countries achieved their “graduation” (in terms of per capita income) in the economic growth context. However, this growth has not been equitable, and inequalities have persisted. Persons with disabilities, one of the least favored populations in the development process, are still excluded. To ensure that no one is left behind, strategies must be implemented in the next decade to accelerate the inclusion of persons with disabilities, focusing on middle-income countries, their inequalities and their access to the international financing tools and international cooperation.
