How to participate
There are different processes and deadlines for accreditation and registration (request for a conference pass) to the 2024 SIDS4 Conference.
Please read the information under the relevant category heading carefully.

Registration
Registration (request for a conference pass) of official delegations of States Members of the United Nations, Members of the United Nations Specialized Agencies and the European Union for the 2024 SIDS4 Conference is handled by the United Nations Protocol and Liaison Service (Protocol Office) through the online “eRegistration system”, which is available through the e-deleGATE portal at (https://edelegate.un.int).
Official delegations must go through the “designated eRegistration focal points” of their respective Permanent Missions/Offices and Liaison Offices in New York, who have access to the “eRegistration system”, to obtain conference passes. Pre-registration in New York for the Conference is scheduled to open on 1 March 2024 through 10 May 2024. Details regarding the registration procedure, including the dates for onsite registration in Antigua and Barbuda, will be communicated to all missions/offices and announced on the Conference website at a later stage.

Please see here the complete list of organizations whose representatives may register to attend the Conference, comprising those organizations and other entities that have received a standing invitation from the General Assembly pursuant to its relevant resolutions to participate, in the capacity of observer, in its sessions and work, as well as the relevant intergovernmental organizations, international financial institutions and other interested international bodies that were accredited to the World Summit on Sustainable Development, the International Meeting to Review the Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States, the High-level Review Meeting on the Implementation of the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States, the United Nations Conference on Sustainable Development, the third International Conference on Small Island Developing States, the Global Conference on the Sustainable Development of Small Island Developing States, the United Nations Conference on Straddling Fish Stocks and Highly Migratory Fish Stocks, the Review Conference on the Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 relating to the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks, the United Nations Conference to Support the Implementation of Sustainable Development Goal 14: Conserve and sustainably use the oceans, seas and marine resources for sustainable development, the international meeting entitled “Stockholm+50: a healthy planet for the prosperity of all – our responsibility, our opportunity”, the 2022 United Nations Conference to Support the Implementation of Sustainable Development Goal 14: Conserve and sustainably use the oceans, seas and marine resources for sustainable development, the Fifth United Nations Conference on the Least Developed Countries and the United Nations Conference on the Midterm Comprehensive Review of the Implementation of the Objectives of the International Decade for Action, “Water for Sustainable Development”, 2018–2028.
Registration (request for a conference pass) of those organizations that fall within one of the categories listed above and are already enrolled in the online “eRegistration system” may follow the same procedure and deadline (1 March 2024 through 10 May 2024) as that for participating States and the European Union outlined in the dedicated section.
Those who do not have an office in New York or have not enrolled in the “eRegistration system” must request temporary access to the eRegistration system in advance in order to register for the 2024 SIDS4 Conference. To request temporary access to the eRegistration system, a letter (stamped and signed by the head of the organization) must be sent to Beatrix Kania (Chief of Protocol) at protocolconference@un.org, copying chuaw@un.org, providing a designated focal point for the organization (with name, functional title, an official email address and mobile telephone numbers) to receive temporary access to the eRegistration system. Detailed instructions can be found in the Guidelines to apply for eRegistration "Temporary Access" (for conferences outside UNHQ) posted on the Protocol website https://www.un.org/dgacm/en/content/protocol/meetings. Requests for temporary access to the eRegistration system must be received by the Protocol Office no later than 19 April 2024. The review and processing of these requests may tak up to 4-5 working days.
Pre-registration is now closed. (10 May 2024).
Onsite registration via the "eRegistration system" will open on 24 May through 29 May (1:00 p.m.) .
Interested IGOs are invited to send a letter from the head of the organization on official letterhead (with the original signature) addressed to the Co-Chairs of the Preparatory Committee of the 2024 SIDS4 Conference by 13 March 2024, requesting for ad hoc accreditation to the Conference and describing the work of the organization related to the Conference objectives; provide copies of the treaty establishing the organization; information concerning the date of entry into force of the treaty and those States that are parties to the treaty; provide information on the membership of the organization; and submit the latest annual report.
Upon review of the applications by the Secretariat, the applications will be forwarded to the Preparatory Committee for its consideration.
Please note that the application for special accreditation has closed.
Please note, special accreditation of your organization DOES NOT automatically mean that you are registered to the 2024 SIDS4 Conference.
Following the approval by the Preparatory Committee, the representatives of the newly accredited IGOs will need to register to the Conference for a conference pass in accordance with the same procedures and deadlines (19 April 2024- deadline to request temporary access to the eRegistration system and 10 May 2024 – deadline to submit registration) highlighted in the section above for accredited IGOs not enrolled in the “eRegistration system”.

Representatives of the Associate Members of the Regional Commissions are required to follow the same procedures and deadline (19 April 2024- deadline to request temporary access to the eRegistration system and 10 May 2024 – deadline to submit registration) highlighted in the section above for accredited IGOs not enrolled in the “eRegistration system” to register to the Conference.
Registration
The representatives of the Specialized Agencies (FAO, ICAO, IFAD, ILO, IMF, IMO, ITU, UNESCO, UNIDO, UNWTO, UPU, WHO, World Bank, WIPO and WMO), and related organizations (which include CTBTO Preparatory Commission, IAEA, ICC, IOM, ISA, ITLOS, OPCW and WTO) are required to follow the same procedures and deadline (1 March 2024 through 10 May 2024) as for States to register to the Conference.
Registration
Registration is required for all UN Secretariat staff members who have been designated to support the Conference onsite, as well as those representatives of the UN Secretariat offices, funds, programmes, regional commissions, and other entities who wish to attend the Conference in person, via the online registration system INDICO.
Online pre-registration is now closed (10 May 2024).
Please note:
- Registration is required for all staff and members of the UN system delegations attending the Conference in person in Antigua and Barbuda.
- Please use your official UN email for registration, failing to do so could cause your application to be denied.
- What is needed for registration online (to be uploaded to the Indico form):
- A passport-size color photograph taken no more than six months prior to the Conference;
- A copy of a letter of representation or a list of delegation from the Head of the entity or their Liaison Office in New York.
Please allow up to 10 days for the review and verification process of an online registration.

Registration for representatives of NGOs, major groups and other relevant stakeholders is now closed.
Participation of representatives from non-governmental organizations, major groups and other relevant stakeholders at the SIDS4 Conference is guided by General Assembly resolution A/RES/77/245 (Para 38, and Para 41) as well as by A/CONF.223/2024.PC.L1 (Annex II, Section III).
Non-governmental organizations, major groups and other relevant stakeholders organizations that fall under the following categories were able to request registration to attend the Fourth International Conference on Small Island Developing States (SIDS4) and its preparatory meetings:
1. Non-governmental organizations and major groups identified in Agenda 21 and other stakeholders in consultative status with ECOSOC. You can check if your organization has consultative status with ECOSOC here.
2. Organizations that were accredited to any of the following previous United Nations’ conferences on the sustainable development of SIDS (please click on the links for details):
Global Conference on the Sustainable Development of Small Island Developing States, 26 April-6 May 1994, Bridgetown, Barbados;
International Meeting to Review the Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States, 10-14 January 2005, Port Louis, Mauritius; and/or
Third International Conference on Small Island Developing States, 1-4 September 2014, Apia, Samoa.
3. Organizations that received special accreditation by the Preparatory Committee or the General Assembly to attend the SIDS4 Conference (Please check the approved list here).

Please note: Organizations in consultative status with ECOSOC whose statuses have been suspended by the UN NGO Committee will not be allowed to request registration to the 2024 SIDS4 Conference, irrespective of previous accreditation to past UN Conferences.
Registration
Registration for representatives of accredited non-governmental organizations, major groups and other relevant stakeholders closed on 26 April 2024 at 5pm EDT.
Registration requests submitted by the deadline are currently under review. Approved participants will receive a confirmation email.
Please note:
- There will be no on-site registration for stakeholders. All requests for registration must have been submitted by 26 April 2024 at 5pm EDT.
- Organizations in consultative status with ECOSOC whose statuses have been suspended by the UN NGO Committee will not be able to request for registration to the SIDS4 Conference, irrespective of previous accreditation to past UN Conferences.
- Each organization was able to register up to 10 representatives. If more than 10 are registered under one organization, the Secretariat will approve the registrations in the order that they have been received and up to 10.
- All requests for registration will be reviewed on a rolling basis and approved participants will receive letters of confirmation from the Conference Secretariat. Please, allow between 5 – 10 working days for the review of registration requests.
- Participants under 18 years old will need to be accompanied by a Chaperone who must be duly registered to attend the SIDS4 Conference. This information must be included in the affiliation letter to be uploaded onto the registration platform.
- Registered participants are responsible for all necessary arrangements related to their in-person participation, including travel, visa and others, as appropriate.

Media Accreditation is handled by the United Nations Media Accreditation and Liaison Unit (MALU). Media accreditation is strictly reserved for members of the press who represent a bona fide media organization.
Representatives of the media can apply for accreditation by following the instructions available at https://www.un.org/en/media/accreditation/accreditation.shtml. Applicants will be required to submit a letter of assignment from their organization, samples of their work, and a government issued identification.
Media Accreditation is now closed (10 May 2024). All media representatives must apply for accreditation in advance, as there will not be on-site accreditation.
Requests for delegation media, including journalists and official photographers and videographers, should be submitted by Missions and Organizations enrolled in the eRegistration system, which is available through the e-deleGATE portal (https://edelegate.un.int). All delegation media must be registered through eRegistration, as there will not be on-site accreditation. Instructions available at https://www.un.org/en/media/accreditation/pdf/eRegistration_guide_media_passes.pdf.
