STATEMENT

Ladies and Gentlemen,
I have the honor to deliver this statement on behalf of LDCs. This statement supplements the statement made by Bolivia on behalf of the G77 and China.
On sustainable consumption and production, the Group of LDCs would like to see more upfront commitment by the industrialized countries. There should be clearly defined differentiated responsibilities for LDCs as their level of consumption and waste is insignificant. Most of the specific targets articulated under this focus area are either not applicable for LDCs or they are highly capital and technology-intensive.
The Group recognizes the need to implement 10-year framework with a view to promoting sustainable patterns of production and consumption, applying, inter alia, the polluter-pays principle described in principle 16 of the Rio Declaration on Environment and Development. The group would like to see a target on the basis of this principle.
Under means of implementation, specific support measures should be earmarked for LDCs in the form of finance and technology.
The focus area 12 on climate change is vitally important for LDCs as they are the least contributors, but worst affected. The Group insist on having climate change as a stand-alone goal as mentioned in the working document. The LDCs must be provided with differential treatment in terms of responsibilities and preferential treatment in terms of access to finance and technology.
The Group of LDCs would support sub-item 12 (a) in the working document with a specific numerical target on “keeping global average temperatures below 1.5o C above pre-industrial levels”. The Group of LDCs would like to consider other provisions under “climate change” along with the specific funding provisions for them.
The Group of LDCs would like to propose the following targets under the means of implementation for climate change:
(a) Provide enhanced financial support to LDCs at a specific percentage, including through the green climate fund and the LDCs fund.
(b) Make specific provisions and mechanisms for access to technologies for building resilience and adaptive capacity.
(c) Provide x per cent of the CDM projects to LDCs.
