“Zero-Carbon Asian Games” Action
The Company provides power supply and service for the 2022 Asian Games. It values sustainability management during the period, especially the energy consumption of vunes, carbon emission during the Games and energy facilities after the Games. As China’s first central state-owned enterprise with ISO 20121 certification, the Company adopts diverse measures to save energy and reduce emissions, such as ±800 kV UHV DC transmission, source-network-load-storage “plug and play”, energy routing, and carbon trading. In 2022, 58 venues and Asian Games Village are expected to use over 50 GWh of green power, equivalent to saving 6,100 tons of standard coal and reducing 15,200 tons of CO2 emission.
The action aims to provide power supply and service in a systematic and more sustainable manner, contributing to a “green, intelligent, energy-saving, and civilized” Asian Games. Our targets include: achieve 100% access to clean energy of Asian Games Village and venues; improve the average electrical circuit load rate of Qianjiang Century City, the core area of the Hangzhou Asian Games Village to 44.01%, and improve facility utilization rate to save RMB 20 million of investment; complete the planning and construction of a substation, and improve the use of land and building resources to save construction costs; support resource utilization to meet the needs of Asian Games Village, and achieve resource pool load capacity of 1,500 kW, and the adjustable load capacity of 500 kW.
SDG7: We support SDG 7 to ensure universal access to affordable, reliable and modern energy services. We focus on addressing problems of high energy consumption of venue construction, high carbon emissions of the games, and low efficient use of energy facilities in the post-Games period. By enhancing power grid construction, promoting green power supply, and advancing energy consumption electrification, we solve energy problems facing the enterprise and stakeholders, driving and leading the sustainable development of the power industry and the whole society.
Map with energy sustainability management of events. Benchmarking against the practices of international peers, providing practice reference to sustainable energy use. According to GB/T31598-2015/ISO20121:2012 Event Sustainability Management Systems - Requirements with Guidance for Use, we have established an event sustainability management system. Strengthen grid construction to provide safer and reliable power supply for the Games. We invested RMB 30 billion in a four-year grid improvement plan. We provided 26 million kVA for the main grid to support urban operation.We build a smart energy system based on smart micro-grids. We set up a real-time power demand-side management system, connecting over 1,000 MW to Hangzhou’s demand-side inventory, which can simultaneously support 1.2 million wall-mounted ACs. Help build green Games with green power supply. The Baihetan-Zhejiang ±800 UHV DC Project sends clean hydropower from Sichuan to meet nearly 40% of Hangzhou’s electrical load. Through building a “green power trading” model, we select suitable clean power supply. Wind power and PV power are used in the Games, making a record in the history of the Asian Games. Promote energy consumption electrification to lead green consumption. Help build a green Asian Games to promote green lifestyle. In Xixi Wetland Scenic Area, we carry out electrified transformation. Thirty-seven battery tour buses and 101 battery boats are used to replace gas tour buses, and 45,000 NEV charging facilities are built in Hangzhou, an increase of nearly 100 times over 2016, equivalent to one NEV for one out of every 120 households. We contribute to the construction of a zero-carbon building in Hangzhou Asian Games Village and the implementation of the plan to release 500 electric vehicles.
Pass ISO20121:2012 standard certification. The Company becomes China’s first central state-owned enterprise with ISO 20121 certification. It has produced the Research Report on Events’ Energy Sustainability Guidelines, which analyzes the demands of different stakeholders on energy during the preparatory, operational, and concluding stages of large-scale events, and guides energy companies to promote energy consumption revolution. Promote green power supply for all venues. We have implemented 86 service measures to ensure 50 GWh green power supply for 58 venues and Asian Games Village, equivalent to saving 6,100 tons of standard coal and reducing 15,200 tons of CO2 emission. After the completion of the ±800 UHV DC Project, 5 kWh out of every 10 kWh will be clean electricity in Hangzhou. Additionally, the optimal site selection is done for the hydrogen refueling station in Hangzhou, which will empower commuter buses with green “hydrogen power”.
Enabling factors: The Company has great capabilities and experience in providing power supply and service for events such as G20 Summit. As a SDG business pioneer, it has a good foundation for sustainable practice; its philosophy of sustainability echoes local development. Constraints: The public have a strong awareness of “adjacent avoidance”; they have higher requirements for sustainability of power construction sites and power service, like safety and eco-friendly process. The sustainability of the Games requires joint efforts of multiple stakeholders, and stakeholders with different demands may influence the efficiency of synergy.
Sustainability: During the "Zero-Carbon Asian Games" Campaign, we value the development of sustainability management models, standards, and tools. By mobilizing the Games’ energy service providers to reach consensus, we support green energy service innovation, promote the commercialization of new technologies or products, and encourage green energy consumption, setting up an exemplar of sustainable energy management for large-scale events. Replicability: We have prepared the Hangzhou 2022 Asian Games Sustainable Energy Guidelines. Considering energy activities in the pre-, during and post-event period, we clarify relevant stakeholders, scopes, approaches and specific implementation methods of energy sustainability. In this way, we provide a replicable practice to help event organizers select, monitor and manage energy service providers in a sustainable manner, and guide energy service providers to achieve improved energy sustainability management and implementation plans.
Due to COVID-19, there is a certain gap between the construction progress of the Asian Games-related power infrastructure and the original plan. To ensure the completion of all targets, the Company has adjusted the construction plan, upgraded the construction process, and improved the efficiency of on-site construction. At the same time, we prioritize the emergency response, and ramp up efforts to identify, monitor and evaluate internal and external safety risks, so as to prevent, mitigate or eliminate major safety risks from the source. With these efforts, we have gradually established a set of secure, efficient and sustainable power management system amid the pandemic and corresponding working standards.
