Promoting High Quality Economic Development with Digital and Spatial Governance


    In our practice, a digital platform (called the county’s Digital Platform for Spatial Governance) was designed, with corresponding tools, application scenarios and an integrated data hub, to realize the exchange of geospatial information. Our main objective was to realize the introduction of domestic and foreign investments, the implementation of economic investment projects, the comprehensive and healthy development of the local industry, and the sustainable development of county’s economy in a more accelerated pace. The application of the platform helps to promote the exploration and practice of several of the 17 indicators of the UN 2030 sustainable development within the County.


    The purpose of the practice is to solve the problem of difficult decision-making in economic governance, improve the efficiency and accuracy of economic governance, and promote high-quality economic development, Deqing County took the lead in the pilot development of digital and GIS application to spatial governance within the county under the guidance of the concept of "all-territory intelligent governance". It explores an innovative and sustainable development path of promoting high-quality economic development with digital spatial governance, and to optimize the allocation of spatial elements and resources, and provided services in attracting, promotion, implementation of economic investment projects.

    Contribution to SDG Implementation

    The practice contributes to several SDGs such as poverty reduction, no hunger, industrialization, sustainable cities and communities, to achieve development through partnership. 1. Developing geographic information and developing visualization tools, data integration, to form a "governance map" to boost the county’s economy. 2. Built mechanism to facilitate coordination and whole process governance. 3. Optimized the allocation of spatial resources, and promoted the comprehensive development of agriculture, industry and the tertiary industry, through “digital decision-making”.

    Implementation methodologies

    A geographic information center was established, with 8 professionals and technicians as personnel, and 5 cooperative units, which is responsible for the construction, operation and maintenance, as well as personnel training. Stages: 1. Preliminary preparation (March to May, 2020): Data was comprehensively collected, while the overall planning was made. A coordination mechanism was built between different levels and cross-sectoral departments for the platform development. At the same time, a transparent supervision mechanism was also established. Via the official website of local government, services of spatial governance information (land spatial planning, economic project approval, etc.) are provided to meet with the public inquiry. 2. Development (June to Dec, 2020): The development of the digital system including "one database", "one map", "one box" and business application scenario framework of spatial governance digital platform were developed, and pilot operation of key businesses were carried out. It developed 12 tools in three categories, including planning, analysis, and supervision; and have comprehensively connected various collaborative application scenarios, formed an high-efficiency governance chain of real-time perception, scientific decision-making, and comprehensive linkage. 3. Optimization and improvement (Jan to Dec, 2021): The platform function will be continuously improved, and the development of application scenarios of all the departments in the county will be advanced. Other sources: Government invests RMB 5 million yuan each year to the platform, which was used in the introduction of geographic information enterprises, Universities, and other scientific institutions to promote multiple collaboration, and providing technical support.


    By optimizing allocation of spatial resources, comprehensive development of industry has been promoted. By creating thermodynamic diagrams of industry, the multi-dimensional analysis of 88 indicators and 20 million pieces of data of over 5,000 enterprises was carried out, and the benefit check-up was implemented, to create a service through-train to enterprises. Agricultural development was enabled by adopting a "digital village map". An overall development plan of 10 digital agriculture demonstration parks, 100 digital application demonstration parks and 3,500 Demonstration Sites of Agricultural IOT Application was made. The agricultural production efficiency has been increased by more than 50% on average. "A Map of Digital Business Circle"has accelerated the service system of digital commerce and trade, digital culture and tourism, enabling the development of the tertiary industry, e.g., an annual growth of more than 50% digital businesses was realized with local home-stay bookings.

    Factors and Constraints

    The local geospatial industry park has contributed to the platform. The traditional relations cross government entities, the strong county leadership and the low awareness of public may be the constraints. The platform focuses on breaking the departmental barriers of work convergence, and realizes the effective promotion of various businesses with accurate coordination, by reducing the complexity of the original business, merging similar items and other ways to promote link remodeling, time compression.

    Sustainability and replicability

    The institutional setting-up and financial support by the government guarantee its sustainability, the economic benefits strengthen its sustainability. This practice can be easily replicated country-wide and globally. As a pilot application of digital platform for spatial governance in Zhejiang Province, the project has been selected as the excellent application of "Star Observation Platform", which is an important platform of the Zhejiang Provincial Government to promote digital transformation and is used to display the landmark achievements of the government digital transformation. The excellent applications listed in this program will be promoted for other places to learn from. Taking the advantage of the platform, the government departments will continue to take the leading role, and promote the application according to local conditions, so as to comprehensively realize the high-quality economic development promoted by digital spatial governance.

    COVID-19 Impact

    The outbreak of global COVID-19 testifies the importance of the digital platform to make economy resilient to crises. Confronted with the pandemic, we’ve been more actively using the technology and created new application scenarios. We’ve developed the epidemic prevention and control platform, conducted early warning, research and judgment, and used big data collision analysis and electronic fence technology to analyze the source of population, residence time and crowd trend. The Platform proves to be important in epidemic prevention and control, extreme natural disaster emergency and other fields. It has not only provided efficient investigation means for the comprehensive prevention and control, but also enabled the local government for fine management and efficient decision-making.

    Deqing County is located in Zhejiang Province, east of China. With an area of 937 square kilometers, 50% are mountains, 10% water and 40% farmlands. It has jurisdiction over 8 towns and 5 subdistricts with permanent residents of about 650,000.
