    Description
    Migration, Environment and Climate Change: Evidence for Policy (MECLEP) is a three year international partnership project funded by the EC and managed by the International Organization for Migration with a consortium of 6 partners. The project focuses on 6 case study countries around the world including 4 SIDS countries Dominican Republic, Haiti, Mauritius, Papua New Guinea and Kenya and Viet Nam. These countries have been chosen to illustrate how different forms of mobility, migration, displacement, and relocation may affect the environment and adaptation to climate change. The project aims to look at how migration, displacement and relocation benefit or pose challenges for adaptation to environmental and climate change. This includes a focus on policy options on voluntary and forced migration, and their potential benefits and risks.The project is designed to benefit the policymakers and practitioners in the six countries and to promote lasting partnerships among them.
    Implementation of the Project/Activity

    MECLEP project has three main components: (1.) Research - In collaboration with members of the research consortium , MECLEP will draw on new evidence collected through large surveys to study how migration, displacement and planned relocation can benefit and pose challenges for adaptation to environmental and climate change. Local researchers and research institutes will be involved in conducting the household surveys, and a final comparative report will be presented at international events. This is in line with calls for an increased understanding of those links in the framework of the UN Framework Convention on Climate Change (UNFCCC). (2.) Capacity-building - First-ever training manual on Migration, Environment and Climate Change (MECC): MECLEP will produce a manual to train policymakers on the links between migration, environment and climate change. Most government officials focus on climate change adaptation, or human mobility, but often the links are not made between both fields. To ensure the manual responds to actual needs, a Policy Advisory Committee will be created and will facilitate cooperation among policymakers from pilot countries and key experts in the MECC field. The manual aims to be used beyond the scope of the project for trainings at request of governments and in broader partnerships. (3.) Dialogue and Knowledge Management - MECLEP will promote national dialogue between stakeholders from different ministries and agencies, and will result in the production of first-ever national assessment reports on migration and climate change in each country, which will be presented at national policy workshops.

    Capacity

    In addition to the training manual on Migration, Environment and Climate Change and the policy trainings in the six partner countries, researcher trainings will be held prior to the household surveys. The research trainings in the six partner countries aim to provide the state of the knowledge on the topic and research tools to local researchers and research institutions, which will not be limited to those conducting the household surveys. The researcher trainings will help raise awareness and provide the basis for research to continue beyond the scope of this project.

    IOM Headquarters in Geneva will lead the partnership and implement the project in coordination with IOM offices in the six partner countries. University of Versailles Saint-Quentin (UVSQ) will act as the main research coordinator.
