Mainstreaming Climate Change Adaptation and Mitigation Strategies for Sustainable Development in Nigeria

    Description
    Description
Nigeria’s national development planning framework and decision-making cycles such as appropriation, budgeting and other economic planning activities such vision 2020 are potential entry-points for mainstreaming climate change issues in the country.
    Expected Impact

Nigeria, like most other developing countries in Sub-Saharan Africa (SSA), is among the most vulnerable nations to climate change impacts. The vulnerability stems from predicted climate change impacts, disproportionate dependence on natural resources and environmental services for economic development & livelihood support and, more importantly, its low adaptive capacity to those impact as recently observed in 2010, 2012 and even in 2015 where flood disaster ravaged different parts of the country. The occurrences and spread of climate-sensitive diseases like malaria, measles, cholera, etc in many states; increasingly intense and frequent droughts and desertification, extreme weather conditions, dwindling energy resources, migration, conflicts and the attendant impacts on physical infrastructure, economic and social settings, are some examples of the country’s vulnerability to climate change.African Foundation for Environment and Climate Change will develop an implementation time table (work plan) covering one year (December 2015 - November 2016). After the concept note was approved by the Federal Ministry of Environment, the National Planning Commission and Members of the Parliaments, AFECC will follow up to each ministry for advocacy and encouragement of the mainstreaming climate change initiative.

    Capacity

For Capacity Building and Technology Transfer, AFECC will partner with agencies such as the United Nations Development Programme (UNDP), United States Agency for International Development (USAID), UK Department for International Development (DFID), Japan International Cooperation Agency (JICA), etc. The capacity building programme will be done once in every quarter of year 2016.For the capacity development of women, AFECC will collaborate with the Women Environmental Programme (WEP).

    Governed

The African Foundation for Environment and Climate Change shall coordinate the initiative in collaboration with the Federal Ministry of Environment, National Planning Commission and States Ministries of Environment/Energy. AFECC will develop the concept not on Mainstreaming Climate Change Adaptation and Mitigation Strategies for Sustainable Development in Nigeria and submit it to the Federal Ministry of Environment (FME) for Consideration. After the consideration by FME, the initiative will be forwarded to the parliament for inclusion in the Federal Budget after which it will be given to the National Planning Commission for inclusion on the National Development Plans. Similar approach will be done at the states level.

    Partners
African Foundation for Environment and Climate Change (AFECC), Women Environmental Programme (WEP), Federal/States Ministries of Environment, Energy Commission of Nigeria (ECN), the Nigerian National Assembly
