This initiative is a joint effort of several United Nations agencies, including UNCTAD, UNESCO, UNIDO, UNU-MERIT, and ECLAC. The workshop is primarily aimed at public sector professionals and policymakers working in various areas of science, technology, and innovation policy. It is an introductory workshop, and is therefore aimed at professionals and staff new to policymaking, as well as those wishing to refresh their knowledge on the topic. Other interested audiences from academia, the private sector, and civil society are also welcome to participate.
It consists of five two-hour sessions, taught in Spanish, over five consecutive days. Each session is structured around a core presentation, followed by case studies and practical experiences, and features a dynamic that promotes group discussion and peer-to-peer exchange.

- Current Approaches in STI Policy Formulation in the Context of the SDGs
(November 3, 2025 – 12:00 to 14:00 Chile Time, GMT-3)
This session introduces existing approaches and methodologies for the formulation and implementation of STI policies, including discussions on case studies in the development, review, and implementation of STI policies and strategies. Examples will be presented on how STI policies are being oriented toward achieving the SDGs and strengthening STI systems to better address current and future development challenges.
- STI Policy Instruments
(November 4, 2025 – 12:00 to 14:00 Chile Time, GMT-3)
This session covers the concepts of policy instruments, including legal frameworks, funding mechanisms, and other elements, followed by methodological approaches for designing and implementing STI policy instruments. The session will illustrate how to establish a suitable and well-balanced mix of STI policy instruments and initiatives.
- Fostering Innovative Entrepreneurship
(November 5, 2025 – 12:00 to 14:00 Chile Time, GMT-3)
This session will discuss the concepts of innovation and entrepreneurship, focusing on government support for startups, SMEs, and innovators. It will highlight best practices and success stories from innovation entities in response to crises and global challenges, as well as examples of the direct impact of innovation policies.
- Implementation of STI Policies
(November 6, 2025 – 12:00 to 14:00 Chile Time, GMT-3)
This session focuses on the requirements for the successful implementation of policies and instruments. Policy implementation will be discussed through an analysis of its key dimensions, along with presentations of concrete experiences from countries with varying levels of development.
- Monitoring and Evaluation of STI Policies
(November 7, 2025 – 12:00 to 14:00 Chile Time, GMT-3)
This session introduces approaches, practices, and methods for monitoring and evaluating policies, featuring case studies and examples of current practices, challenges, and lessons learned. Special attention will be given to impact evaluations and how they differ from other types of evaluation. The session will provide a general introduction and address the question, "Why monitor and evaluate STI policies?"
