2025 UN Ocean Conference
- STATES MEMBERS OF THE UNITED NATIONS, MEMBERS OF THE SPECIALIZED AGENCIES AND PARTIES TO UNCLOS
Registration (request of a conference badge) of official delegations of participating States and of the European Union, is handled by the United Nations Protocol and Liaison Service (Protocol Office) through the online “eRegistration system”, which is available through the e-deleGATE portal at https://edelegate.un.int. Official delegations must go through the “designated eRegistration focal points” of their respective Permanent Missions in New York, who have access to the eRegistration system. Copies of credentials or letters (stamped and signed by the permanent representative, head of chancery or an authorizing official) containing the names and functional titles of the delegation must be uploaded on to the eRegistration system at the time of online submission.Delegations wishing to obtain information on the “eRegistration system” may refer to the updated “Guidelines on e-Registration” and “Frequently asked questions” on the Protocol website at https://www.un.org/dgacm/en/content/protocol/meetings.

Credentials
The credentials shall be issued either by the Head of the State or Government or by the Minister for Foreign Affairs or, in the case of the European Union, by the President of the European Commission. The credentials of representatives and the names of alternate representatives and advisers shall be addressed to the Secretary-General of the United Nations.
The original hard copy of the credentials should be delivered to the Office of Legal Affairs located on the 36th floor of the Secretariat Building at United Nations Headquarters in New York, if possible, not later than 2 June 2025. A scanned copy of the credentials, as well as other communications containing the names of representatives to the Conference (such as letters and notes verbales from the permanent missions), should be submitted through the online “e-Credentials” module, under the tab entitled “2025 UN Ocean Conference”, which can be accessed through the e-deleGATE portal (https://edelegate.un.int/). In addition, during the Conference, the credentials may be submitted to a representative of the Office of Legal Affairs on-site at the conference venue. Email submissions of scanned copies of the credentials will not be accepted. For enquiries, please email ecredentials@un.org.
Delegations are kindly reminded that, as part of the registration process, copies of credentials/letters with delegation lists must be uploaded on to the eRegistration system at the time of online submission. Also note that passport-size colour photographs (with white background) of all listed members of delegations (except Heads of State or Government, Vice-Presidents and Crown Princes or Princesses and their spouses), are mandatory and must be uploaded in the registration form for each member of the delegation. All photographs must be recent and taken not more than six months prior to registration. Please note that the review and verification process of the online registrations may take up to 4-5 days.

IGOS, INTERNATIONAL FINANCIAL INSTITUTIONS AND OTHER INTERNATIONAL BODIES ALREADY ACCREDITED
(A) Those organizations that fall within one of the categories listed above and are already enrolled in the online “eRegistration” system may follow the same procedure for States, through the “designated eRegistration focal points” of the organizations or their respective Observer Missions in New York, who have access to the eRegistration system.
(B) Those organizations that fall within one of the categories listed above and that have not enrolled in the online “eRegistration” system must request temporary access to the system in advance to register to the Conference. Requests for temporary access to the eRegistration system must be received by the Protocol Office no later than 30 April 2025.
To request temporary access to the eRegistration system, please follow the instructions in the “Guidelines to apply for eRegistration Temporary Access” https://www.un.org/dgacm/sites/www.un.org.dgacm/files/Documents_Protocol/guidelines_to_apply_for_eregistration_temporary_access_english_16feb2024.pdf posted on the Protocol website. The review and processing time of these requests may take up to 4-5 days. Upon receipt of temporary access, the designated focal points should check out the “Guidelines on using the eRegistration system” posted on the Protocol website at https://www.un.org/dgacm/sites/www.un.org.dgacm/files/Documents_Protocol/guidelines-eregistration-2023-aug-eng.pdf.
NON-ACCREDITED IGOS
Other IGOs interested in obtaining an ad hoc accreditation for the high-level 2025 United Nations Conference to Support the Implementation of Sustainable Development Goal 14: Conserve and sustainably use the oceans, seas and marine resources for sustainable development (the 2025 UN Ocean Conference), 9-13 June 2025, can submit an application addressed to the President of the General Assembly.
Interested IGOs are invited to send a letter from the head of the organization on official letterhead (with the original signature) addressed to the President of the General Assembly requesting for ad hoc accreditation to the Conference and describing the work of the organization related to the Conference objectives; provide copies of the treaty establishing the organization; information concerning the date of entry into force of the treaty and those States that are parties to the treaty; provide information on the membership of the organization; and submit the latest annual report.
Upon review of the applications by the Secretariat, the applications will be forwarded to the General Assembly for its consideration.

- SPECIALIZED AGENCIES AND RELATED ORGANIZATIONS
Representatives of the Specialized Agencies (FAO, ICAO, IFAD, ILO, IMF, IMO, ITU, WORLD BANK, UNESCO, UNIDO, UNWTO, UPU, WHO, WIPO and WMO), and related organizations (which include CTBTO Preparatory Commission, IAEA, OPCW and WTO) are required to follow the same procedures as for States and IGOs to register for the Conference.

Special attention for “online” onsite registration handled by the Protocol Office All onsite registration requests presented to the Protocol Registration Team in Nice must be submitted by the eRegistration focal points of the permanent missions/offices/organizations in New York, or by the temporary eRegistration focal points for organizations without an office in New York and processed via the online eRegistration system. The review and processing time for online onsite registration will require at least 2 days upon receipt in the system. Given this new arrangement for “online” onsite registration via the eRegistration system, delegates planning to seek onsite registration in Nice must coordinate with their respective permanent missions/offices/organizations well in advance by providing the designated eRegistration focal points with their passport details, .jpeg coloured photos and letters of credentials to complete the online registration forms. Walk-in delegates who are not already registered in the system but wish to register for the conference onsite will be directed to contact their respective missions/offices/organizations in New York or at their headquarters for proper online registration. Onsite registrations for walk-in delegates cannot be processed until the online registration has been completed by their permanent missions/offices/organizations and received by the Protocol Registration Team via the eRegistration system.
- UNITED NATIONS SECRETARIAT, FUNDS, PROGRAMMES, REGIONAL COMMISSIONS AND OTHER ENTITIES
Registration is required for all UN Secretariat staff members who have been designated to support the Conference onsite, as well as those representatives of the UN Secretariat offices, funds, programmes, regional commissions, and other entities who wish to attend the Conference in person, via the online registration system INDICO.

Delegations are kindly reminded that, registration is required for all staff and members of the UN system delegations attending the Conference in person.Please use your official UN email for registration, failing to do so could cause your application to be denied.
What is needed for registration online (to be uploaded to the Indico form):
-A passport-size color photograph taken no more than six months prior to the Conference;
-A copy of a letter of representation or a list of delegation from the Head of the entity or their Liaison Office in New York. Please allow up to 10 days for the review and verification process of an online registration.

Participation
Participation of representatives from non-governmental organizations, major groups and other relevant stakeholders at the 2025 UN Ocean Conference is guided by A/RES/78/128.
Organizations that fall under the following categories will be able to request registration to attend the 2025 UN Ocean Conference and its preparatory meeting (held in July 2024):
- Non-governmental organizations and major groups identified in Agenda 21 and other stakeholders in consultative status with ECOSOC. You can check if your organization has consultative status with ECOSOC here.
- Organizations that were accredited to any of the following previous United Nations’ conferences (please, check here for a consolidated list of specially accredited organizations):

Registration
When available, information about registration of stakeholders, including the number of participants that each organization can register will be published here and also here.
Please note: Organizations in consultative status with ECOSOC whose statuses have been suspended by the UN NGO Committee will not be allowed to request registration to the 2025 UN Ocean Conference, irrespective of previous accreditation to past UN Conferences.
- MEDIA
Media accreditation is strictly reserved for members of the press (print, photo, radio, television, film, news agencies and online media) who represent a bona fide media organization.
Media representatives including journalists, photographers and videographers who are not part of official delegations, must apply for accreditation through the United Nations Media Accreditation and Liaison Unit (MALU) online form available at: https://indico.un.org/UNHQ/#media. When completing the form, select Temporary Pass in the Pass Details section, and enter the conference title and dates in the Assignment fields.
Media representatives applying independently are required to upload a letter of assignment from a bona fide media organization. Independent broadcast or film production companies must provide a letter from a broadcast organization or film distributor which has committed to air or distribute the work. Media accreditation is not issued to information outlets or advocacy publications of non-governmental organizations.
